During 2010-2014, all branches of Ukraine’s government (legislative, executive, and judicial) were effectively transformed into a stable hierarchy of one power — a criminal one, organized into criminal organizations controlled by the top, managing state enterprises, institutions, and organizations vertically, including through the infiltration for external control by representatives of the Russian Federation.
Let’s start our story with the most lucrative area of activity for our state — the land sector.
Thus, from 2010-2014, through the officials of the State Land Agency led by Tymchenko S.M., a criminal organization was created with all its inherent features as defined by Article 255 of the Criminal Code of Ukraine, with the main aim of organizing the commission of particularly serious property crimes aimed at personal enrichment and the enrichment of the ruling elite by using the so-called administrative resource.
The outcomes of its activities include the embezzlement of significant land areas across Ukraine, the spread of bribery and corruption, and the involvement of subordinate officials in their criminal activities vertically, including through influence based on their official position and coercion to execute knowingly criminal orders considering their material situation and family status.
Oddly enough, but for the involvement in the organization and control over criminal activities within this structure, unlike other branches of government, Tymchenko S.M. involved a young ambitious team, which we can 100% call the "Young Team," competing with the "achievements" of their predecessors-cosmonauts of L.M.Chernovetskyi, with one of the selection principles being "family" — the principle of unity through family ties, not excluding friends from youth, compatriots, and giving a discount on recommendations to all who are excellent executors without "mind and own will".
It is indeed true what they say — talented youth should be involved in governing our country, unfortunately, in this case, showing a negative example of their organization and efficiency in the field of "land grabbing" with all ensuing consequences.
The "Young Team" began its work with an inventory of land throughout Ukraine to identify and free up free land plots for their further "free privatization". As a result of the "properly conducted inventory", through abuse of official position, forgery, and falsification of a number of documents, a significant amount of land previously classified as water and forest reserves of Ukraine, nature reserves, and others that are not subject to privatization at all were freed up. The coveted plots became land located near major rivers (including the banks of the Dnipro River), the southern coast of the ARC, mountainous areas of Zakarpattia and Ivano Frankivsk regions, hunting grounds, and others. These land plots were "freely privatized to proxy persons" and subsequently legalized through sale, and the funds were successfully spent or hidden somewhere, including being transferred abroad.
The work of the State Land Agency was organized in such a way that each head of a territorial subdivision regularly reported to the "advisors" and designated by Tymchenko S.M. "responsible" persons for the regions about the amount of land allocated to private ownership, transferred bribes in case of their privatization by third parties, or directly state acts of ownership of land plots and corresponding notarial powers of attorney to trusted persons. The "advisors and responsible persons" resolved issues related to the allocation of land plots to agricultural enterprises for use, registration of rental agreements. In case of non-payment of bribes, the processing of such land plots was halted.
Another source of income was dealing with issues of providing licenses to land management organizations and forms of state acts, for which artificial obstacles were created for their acquisition. Large investment projects also did not bypass the hands of big land business players. In recent years, the formed organization envisioned that only the "center" represented by the "advisors" resolved issues regarding the selection of land plots and their actual sale to investors. At the same time, caring for subordinate executors, Tymchenko S.M. resolved issues of so-called safety for his "Farmers", including them in lists untouchable by law enforcement, etc., thanking them with "pieces" of our land torn into parts. If necessary, with the aim of actually facilitating the commission of crimes, or as Tymchenko S.M. said with the aim of simplifying management and free privatization, the latter organized the conduction of appropriate regulatory acts through executive and legislative authorities — "legislative initiative". This primarily concerns the land reform whereby as a result of the reform managing especially investment-attractive lands outside populated areas the State Land Agency received the right, and in a strange turn also received a wonderful "lever" of control, the so-called "button of happiness" by assigning numbers to orders for free privatization of lands (read in the continuation).
One of such manifestations was the story with which you, our readers, will be able to get acquainted below.
During 2010-2013 on the territory of Kyiv and Kyiv region, officials of several executive authorities organized illegal alienation, including to proxy persons with subsequent legalization in their favor and the favor of third parties, as well as lease for development without proper compensation for agricultural losses of about 1000 hectares of land that were in the permanent use of SP "Pushcha Vodytsya".
The scheme of illegal alienation in favor of "proxy" persons followed the next algorithm:
under the pretext of significant social tension, refusal via the vertical of MinAPC and SP "Pushcha Vodytsya" from land that was in the permanent use of the latter, in favor of former SP employees, including residents of the district, employees of the social sphere;
with the aim of relieving "tension", the much-loved "free privatization" of small plots of 5-10 acres on former SP "Pushcha Vodytsya" employees and social sphere workers, and at the same time under the cover of this "good deed" — "free privatization" of 1-2 ha on proxy persons;
with the aim of concealing the criminally acquired property and organizing full control over the disposal of land by "dummy" persons, organizing their re-registration to their loyal "dogs" — connected by one web of criminal activity;
sale of illegally acquired land to various investors, and the long-awaited spending of funds.
According to information obtained from a number of sources, the following citizens are directly involved in the facts of alienation in the territory of the region through illegal actions:

Preparation of requests from representatives of the social sphere — former employees of SP "Pushcha Vodytsya" and "proxy" (their) citizens for the allocation of land and issuing relevant orders and decrees: Governor of Kyiv region Prysyazhnyuk A.Yo., head of Kyiv-Sviatoshyn RDA Zayets O.V., his deputy Husyev R.M., acting head of RDA Shkavron M.I.
Organization of giving the necessary consents in the state land agency bodies, with subsequent entry of relevant owner information into the National Cadastre System of Ukraine: Head of the State Land Agency of Ukraine Tymchenko S.M. (0504768126, +79639931568) through his unofficial assistants Pylypchuk I.S. (0675009301) and Sinhayevskyi Ye.O. (0675075359), Deputy Head of the State Land Agency of Ukraine in Kyiv region Hubin S.O., acting head of the land agency in Kyiv-Svyatoshynskyi district Tokar S.M., main specialist of the mentioned agency Bondarenko I.P.
Preparation of project-technical documentation using actually own or indirectly own project-technical organizations, while using a number of forged documents:
LLC "SIN.GA" (commercial director Naumenko Oleh 095 673 22 99) and LLC "SV Zemlya" (trusted person of Tymchenko S.M. Director Samoylenko V.S. 0997500800 0993853104, chief engineer Semenkov D.V.) — Sinhayevskyi and Pylypchuk;
LLC "Arshyn" (director Tymofeev S.V.) — head of Kyiv-Svyatoshinskyi RDA Zayets;
LLC "Helios" (director Melnychuk V.V.) — connection with Husev
LLC "Geo-Center"
LLC "Profile-Zemlya"
The way to conceal the illegal alienation to proxy persons of land from 20 acres to 2 hectares with their subsequent re-registration, was the free allocation of up to 10 acres per person to representatives of the social sphere and SP "Pushcha Voditsa" employees in significant quantity.
Currently, information has been received regarding the "shareholders of the 350 ha project":
State Land Agency (Tymchenko, Pylypchuk, Sinhayevskyi) — 160 ha;
Kyiv Regional Administration, Kyiv-Svyatoshynskyi RDA (Prysyazhnyuk A.Yo., Zayets, Husyev) — 40 ha
MinAPC and SP PV — 40 ha
Regarding Kyiv, concerning legal entities of developers from the State Land Agency in the interests of Prysyazhnyuk M.V., Deputy Head of the State Land Agency of Ukraine Kadomskyi Artem (091-991-61-61) acted, and the actual organizer and controller was the current head of the State Land Agency in Kyiv Levtsov S.V. (050469-99-09).
Additionally, regarding Samoylenko V.S., the latter currently uses cars that were at the disposal of Tymchenko S.M., who is in the Russian Federation — Moscow. At the same time, most likely Samoylenko V.S. is a trusted person, on whom a significant number of Tymchenko S.M.’s assets are concentrated, since he also lives in the latter’s apartment in Kyiv at Shevchenko Boulevard, 27-b.
Regarding the activities of Pylypchuk Ivan, born on 20.04.1985, the latter is registered at the address: Kyiv, L.Ukrainky Boulevard, 8, apt. 20. Since June 2011, he held the position of adviser to the Head of the State Land Agency of Ukraine and was the shadow accountant of Tymchenko S.M. Together with Sinhayevskyi Ye.O. Pylypchuk I.S. under the direct supervision of the Head of the State Land Agency of Ukraine Tymchenko M.M. formed a strict vertical subordination of the territorial bodies of the State Land Agency and a system of collecting and receiving bribes in exceptionally large amounts. For each administrative-territorial unit of Ukraine (Main Departments), "attached persons" were appointed, whose immediate duties included "collecting" bribes from district units and transferring them upwards, i.e., to Pylypchuk I.S. for further redistribution and obtaining their own share. In particular, the following persons were "overseers" for regions: Khmelnytska region – Hulak O., Dnipropetrovsk and Zaporizhzhya regions — Hashchenko I.A. 0679411786, Zakarpattia region– Antal O.P., Sumy region Olenych P.S., Kyiv city — Levtsov S., Kyiv region Horbachov O.M., Ternopil region – Papirovskyi R.R., Odesa region — Tanova Larysa 067-585-16-90 (actual curation of the region in the land sphere was conducted by Ivanyushchenko Yu.V.).
