«A hunchback can only be fixed by the grave», but that is not said about Rostyslav Kysil. Nothing can correct him anymore. It’s vain to think that years spent in the civilized world somehow compensated for the criminal habits of the businessman instilled during his wild youth. Moreover, the mature Kysil often behaves like a true «outlaw».Emigrants Kysil and ChaykovskyiHe must remember well what «lawlessness» is. In his younger years, Kysil participated in the Lviv organized crime group of Orest Zavynskyi, nicknamed Zavynya. Now it is unclear who was the bigger «outrageous»—Zavynya or his competitors—but in 1994, the boss was taken out, giving all the «torpedoes» from his brigade a visual lesson in «playing without rules». The educational effect was astonishing. Rostyslav Kysil hurriedly left Lviv, moving to Canada. This country was chosen by him deliberately. His distant relatives lived there, and he had tried to organize a trading business with them back in Soviet times.
Perhaps, in his travels abroad, he met another native of Galicia, Ostap Chaykovskyi, or could have met him immediately when he returned back to Western Ukraine with his commercial projects «Rosan» and Meest Express. The fates of the two Ukrainians turned out to be somewhat similar. They both participated in the life of criminal groups, traveled the world.In the criminal environment, Ostap Chaykovskyi had much more weight. Twice in his life, he ended up behind barbed wire, spending about 10 years in prisons. Apparently, Chaykovskyi was quite a determined person. The first time he landed behind bars, he boldly «tricked» Caucasians who bought a large batch of denim clothing from him. Having received a deposit, he sent them a truck loaded with... bricks. His next acquaintance with the «zone» occurred after a fatal car accident involving a child. He was not behind the wheel, but following the code, he took the blame on himself and went to rehabilitate himself again. Chaykovskyi is written about in the past tense because at the end of May 2009, he died in a car accident. The circumstances of his death were quite strange, but the police did not delve into what happened. According to operational information, the businessman Chaykovskyi, who lived in Drohobych, was the «watcher» for the city from the criminal environment.
The businessman’s lawyers quickly prepared a complaint to the Disciplinary Chamber of the High Council of Justice, accusing judge Teslyuk of gross violations of procedural law, biased attitude towards one of the parties, and lack of motivation for the decision made.
The twists and turns of the case with the debt are interesting for another reason—constancy in the customs flourishing in the Ukrainian province. In the past, as an option, such disputes could be resolved with the involvement of criminal authorities, the so-called «watchers». Now, they have been replaced by public deputies. Oksana Chaykovska, mobilizing forces before the trial, turned for help to ex-deputy, now Deputy Minister of Health of Ukraine, Roman Ilyk—a native of Drohobych, who during election campaigns was often reproached for ties with local crime in the ’90s. Ilyk has been the long-term leader of the regional organization of the «Batkivshchyna» party and an influential person in the Lviv region. A few calls from him to the judges could only strengthen the businesswoman’s confidence in a favorable outcome of the case.
In Kyiv, two other public deputies were closely following the events at home. These were brothers Yaroslav and Bohdan Dubnevych. It was nothing for them to advocate for the offended lady in the High Council of Justice. Both Dubnevychs are experienced people in both business and crime. Their commercial structures supplied gas for the Novoyavorivska and Novorozdilska CHPs. It was purchased by them at preferential prices and was intended for consumption by the population, but in reality, the fuel was supplied for the production of electricity at a free price. The brothers caused total damage of 1.4 billion hryvnias. But that’s just by the way. The main thing is that the mentality of businessmen and politicians is hardly different from that of ordinary bandits.
