Rumors have surfaced on the internet that Oleksiy Lyakh, the former head of the SSU in the Mykolaiv region, is entering customs.
"If the rumors about the appointment of the former head of the Mykolaiv SSU, Oleksiy Lyakh, to the position of Director of the Department for Combating Smuggling of the State Customs Service are true, this means that Ihor Kononenko, known as ’Konus,’ Poroshenko’s ’wallet,’ has found ways to approach Yermak. The fact is, Lyakh was once entirely a man of Demchyna and Kononenko. However, at the end of Poroshenko’s tenure, he was removed from his position due to overly vivid business ties with the Mykolaiv authority figure ’Multyk (Cartoon).’ Maybe he felt offended and switched to the new government? In any case, the appointment will be significant. Lyakh is an extremely controversial figure within the SSU, a professional extortionist, but knows how to share properly. In Mykolaiv, Lyakh became famous for, upon the orders of the authority figure ’Multyk,’ detaining his competitor, the local authority ’Naum.’ As a result, Lyakh began receiving $100,000-200,000 monthly from railway schemes, which previously went to ’Naum.’ Of course, ’Multyk’ was not left in debt. In Mykolaiv, Lyakh was mocked for his astonishing pettiness. He managed to ’get a share’ even in the seasonal business of so-called dried fish sellers, who sell fish to vacationers. But these are, of course, trifles. Lyakh, like the then-governor Savchenko, ’trimmed’ everything.
For example, in the case of repairing the Mykolaiv-Snihurivka road, 48 kilometers long, where the cost of work soared by almost 50% after Governor Savchenko himself intervened in the process, ultimately totaling 500 million hryvnias (10.5 million UAH per kilometer instead of the previous 6 million UAH), which was successfully evenly distributed between two contractors without tenders. An obligatory condition for contract agreements was a ’kickback’ to the governor - 150 million UAH, of which 30 million UAH was the share of the governor’s loyal ’aide,’ the head of the Mykolaiv SSU Oleksiy Lyakh.
Lyakh also did well from allowing the cutting and sale of the shipyard ’Named after 61 Communards’ for scrap.
However, over time, the equally experienced thief, Governor Savchenko, suspected that Lyakh wasn’t ’passing on’ significantly enough. It was decided to ’drain’ Lyakh under the pretext of too close connections with the criminal authority ’Multyk.’ However, Lyakh also proved to be no simple figure and tapped into Kyiv connections.
To this end, in addition to the capabilities of Pavlo Demchyna, to whom Lyakh brought ’gratitude’ from the region monthly, the capabilities of the People’s Deputy from the ’Petro Poroshenko Bloc,’ Ihor Kononenko, with whom the head of the Mykolaiv administration was acquainted since the days of the position of ’officer of the active reserve - advisor to the Mayor of Kyiv,’ and engaged in joint ’problem solving,’ were tapped. Active participation in deciding the fate of the errant head of the Mykolaiv SSU was taken by Iryna Suslova, also a Verkhovna Rada deputy from the PPB, the wife of the head of the Mykolaiv State Fiscal Service, Roman Kril, who established friendly-financial relations with Lyakh back when he headed the Mykolaiv customs. The efforts of all ’sympathizers’ toward the endlessly suffering Lyakh were not in vain, as they managed to come to an agreement with Yuriy Lutsenko. And for Lyakh to disappear altogether from the investigation materials and remain in place, he had to shell out $1.5 million.
This is a very brief overview of Lyakh. A worthy candidate for combating corruption at customs. In these tough times, he will become a good earner for the Presidential Office.
