Is the Danube Shipping Company going under?


At the beginning of 2021, an information campaign was launched related to the theft and sale of assets of the Ukrainian Danube Shipping Company. The Acting Chairman of the Board of the enterprise, Oleksiy Khomyakov, was charged with treason, as well as the sale of the fleet and handing it over under the jurisdiction of a Hungarian company. After a series of "exposures," on April 29, then Minister of Infrastructure Vladyslav Krykliy suspended Khomyakov from his position, and on April 30, Khomyakov submitted his resignation. The case against him remains open, and the investigation is ongoing…

At the beginning of 2020, Khomyakov was appointed a deputy - Pavlo Yatsenko. Officially, Yatsenko’s task was to work on investigating economic crimes and returning the stolen property of the shipping company. Yatsenko himself apparently intended to solve this through bribing the UDSC employees and offering to provide "protection" from the SSU (where he was an unofficial employee), by charging two dollars per ton of transported cargo. Naturally, all proposals were rejected, after which UDSC started to be "terrorized," with a series of illegal criminal cases being opened. 

Realizing that bribery and intimidation with the management representatives didn’t work, Yatsenko began collecting, forging, and falsifying documents, disclosing banking and other information to third parties (about whom more later). As part of the pre-trial investigation initiated by Yatsenko No. 42020160000000921 dated 30.11.2020, all units of the fleet of PJSC "Ukrainian Danube Shipping Company" were seized, which in fact paralyzed the enterprise’s operations and caused reputational damage to the shipping company, after which most contractors began to refuse cooperation with UDSC.

At the end of April, Khomyakov submitted his resignation due to a specially modeled decision on the privatization of the enterprise and a fictitious attempt to bankrupt it. After this, Yatsenko became the acting chairman of the UDSC board, but there is information that the "order" for his appointment was forged by Yatsenko’s supervisor, Pavlo Shevchenko, effectively carrying out a raid on the enterprise. This did not go unnoticed and is now the subject of a pre-trial investigation by the State Bureau of Investigations.

It is clear that both Yatsenko and Shevchenko are merely executors; the reason for acquiring control over UDSC lies with "more solid" people, who are well known.

Foremost, this is Anatoliy Urbanskyi, a Member of Parliament, co-owner of ship repair yards in the city of Izmail, who was interested in the bankruptcy of the enterprise and controlled the arrests of bank accounts. From the Verkhovna Rada tribune, he repeatedly made false statements aimed at discrediting UDSC’s activities. This was the conflict of interest - by destroying the UDP with its structural division - the Kiliya Shipbuilding and Shiprepair Plant - he would obtain a monopoly on any shipbuilding orders in the Southern region. His brother, Oleksandr Urbanskyi, co-owner of ship repair yards in Izmail, is also one of the key interested parties for the same reason.

Yuriy Kruk, head of the Odesa district, an influential local politician who traditionally always had interests in the maritime industry, has often expressed interest in privatizing PJSC "Ukrainian Danube Shipping Company." On the territory of the Kiliya Shiprepair Plant, there are fleet units belonging to a Slovak company affiliated with him, Danube Management, logistics, transport services s.r.o., which has a debt to UDSCof over 200 thousand US dollars for the docking of its vessels in the plant’s waters.

Victor Baranskyi and Vitaliy Sautenkov are controversial politicians from Odesa, involved in the case of stealing 32 lighters through their affiliated companies from UDSC.

MP Ihor Nehulevskyi, who dreams of gaining access to transporting illegally extracted sand, also benefits from UDSC’s bankruptcy.

Vilen Shatvoryan is interested in selling a building in Budapest that belongs to a subsidiary of PJSC "Ukrainian Danube Shipping Company," Intelcom kft, at a "low price," where he holds a stake.

The executors, besides the aforementioned Yatsenko and Shevchenko, were and remain SSU employees: Zheleyko S., Zahnoyko S., Nazarenko A., Vasylichenko V., Nechiporuk I., Dementsova V., Oliynyk S. All of them, using their official positions, with abuse of authority and document forgery, continue their criminal activities.

So many are eager for a "piece of the pie" from UDSC…

Who cares about the fate of a strategic enterprise when such a prize is at stake…
