The competitions for the heads of the territorial departments of the Bureau of Economic Security (BES) have not yet been announced, but the winners are already known.
The Kyiv department will be headed by the scandalous former prosecutor Oleksandr Kharlov. In December 2019, Kharlov was dismissed from the position of head of the supervision department in criminal proceedings of the Kyiv City Prosecutor’s Office.
Immediately after his dismissal, he engaged in advocacy. The former prosecutor practiced law for about a year before successfully joining the State Fiscal Service of Ukraine (SFS), where he headed one of the financial investigation departments. Having apparently secured the appointment as head of the Kyiv BES, Kharlov resigned from the SFS, submitting the appropriate declaration to the NACP marked as “before dismissal.”
It is noteworthy that during his year of work in the fiscal service, Oleksandr Kharlov significantly improved his financial standing and bought himself a new 2021 TOYOTA CAMRY, and relocated his wife to a 2020 BMW X4.
As we can see, the purchase of two cars cost the official nearly 2 million hryvnias, which is already a reason for the anti-corruption bodies to investigate the source of the former prosecutor’s income. And BES director Vadym Melnyk should think carefully before appointing Kharlov as the head of the capital’s BES and recall the loud robbery of the "Graff" jewelry store, which was then organized by the first deputy prosecutor of the Pecherskyi district of Kyiv, Oleksandr Kharlov. We wrote earlier about this crime.
Overall, the BES promises to be interesting. As the TG channel "Shram" writes, some Yasinskyi will be in charge of internal security at BES.
Yasinskyi was appointed to the position through the procedure for public staff employees of the Bureau; he is not a civil servant.
To date, the Bureau lacks both Regulations on the passage of service by such employees and any other regulatory act that would regulate the issues of appointment to such positions with a probationary period, the passage of this period, and dismissal based on its results.

BES employee Vitaliy Yasinskyi on December 29, 2021, became the culprit of a traffic accident in which a child was injured. According to the media, he was driving under the influence.
According to the BES website, Yasinskyi passed the "competition" for the position of public staff employee — senior inspector for special assignments.
The comments report that the BES director assigned Yasinskyi the duties of the head of the Bureau’s internal security department.
