Cluster 1 LLC won the auction for the sale of a state-owned stake representing 100% of the authorised capital of Vector Research Institute for Advanced Scientific and Technical Research JSC.

The privatization auction took place on July 17. With a starting price of UAH 10 million, the winning bidder offered UAH 46 million for the lot. In total, three participants competed for the lot.
Vector Research Institute is located in Podil district at 10-a Ryleeva Street. This is the same official address of the company that won the auction.
The owner of Cluster 1 LLC, which is engaged in the lease and operation of owned or leased real estate, is Energy Service Company Esco-North LLC. Its ultimate beneficiaries are Anna and Karina Zlochevskyi, daughters of the former Minister of Ecology and Natural Resources Mykola Zlochevskyi.
Vector Research Institute’s core business is the production of electric motors, generators and transformers. In the first quarter of 2024, the company earned UAH 327,000 in revenue, while its core business lost UAH 0.
As of the end of March, the company employed five people. According to the terms of the sale, the new owner has no right to dismiss them within six months after the purchase of the facility.
The company has administrative and production premises with a total area of 1,537 sq m. There is a bomb shelter on the territory, which is not subject to privatisation.
Vector Research Institute also owns a facility located in the temporarily occupied territory - the Teremok recreation centre in Kyrylivka, Melitopol district, Zaporizhzhya region.
In August 2021, it became known that Zlochevskyi had transferred Burisma Group’s gas business to his daughters Hanna and Karina. Through Cypriot companies, they are now the beneficiaries of 13 production assets.
