Top officials of "Zhytloinvestbud-UKB" and the Kyiv City State Administration were exposed for corruption during the construction of parking facilities


The National Police has taken serious action against the management of the ME "Zhytloinvestbud-UKB." Currently, they are studying the facts of possible corruption in the construction and use of parking lots built on the territory of residential complexes of this municipal enterprise on Myloslavska Street and Mayakovsky Avenue.

Investigators have already determined that this ME entrusted the completion of these parking lots to LLC "Europarking," for which they were supposed to receive certain funds, but in fact, this private company did not settle with the enterprise. Moreover, law enforcement officers discovered that this company rents out parking spaces in these facilities to residents of nearby houses and transfers part of the profits to the director of "Zhytloinvestbud-UKB" and an unnamed deputy head of the KCSA to ensure they take no action to commission the parking lots. It is suggested that this deputy is Vyacheslav Nepop (pictured), who led the mentioned ME until 2018 and has not only controlled its activities by the distribution of responsibilities since then but also had considerable informal influence over its work.

As reported by KV, metropolitan law enforcement agencies, within the framework of criminal proceedings No. 42023102070000163, are investigating facts of alleged corruption offenses by the management of ME "Zhytloinvestbud-UKB," one of its contractor companies, and a top official of the Kyiv City State Administration (KCSA).

The case was opened by the Podilsk District Department of the Kyiv National Police on July 13, 2023. Preliminary charges have been brought against the suspects for committing a criminal offense under Part 4 of Article 191 of the Criminal Code of Ukraine – misappropriation, embezzlement, or possession of property through abuse of office in large amounts or under martial law or in a state of emergency.

What Law Enforcement Found Out

Between 2002 and 2018, ME "Zhytloinvestbud-UKB" built apartment buildings with parking lots on Mayakovsky Ave, 70 (about 100 parking spaces) and Myloslavska St, 8 (about 300 parking spaces). However, law enforcement found that at the final stage of construction of these high-rise buildings, the parking lots were not completed, nor were they put into operation. According to the investigation, further down the line, 13 million hryvnias were allocated from Kyiv’s budget for the commissioning of the mentioned facilities, which law enforcement suggests indicates the misappropriation of budget funds by the municipal enterprise.

Additionally, the National Police discovered that on May 22, 2019, two contracts were signed between the ME "Zhytloinvestbud-UKB" and LLC "Europarking" to complete the construction of a multi-level parking lot on Myloslavska Street and the construction of a parking lot on Mayakovsky Avenue. According to the terms of these contracts, the company took on the role of contractor for completing construction of these parking lots and the obligations and responsibilities for financing these works and commissioning the completed facilities.

According to law enforcement, as a result of this project, LLC "Europarking" was supposed to gain ownership of both parking lots (specifically, the parking spaces in them) and, in exchange, pay monetary compensation to the municipal enterprise "Zhytloinvestbud-UKB" "on the terms and in the manner specified by the contract." Additionally, the company committed to reimburse within 5 years the ME for expenses related to the development, approval, and state examination of project-cum-estimate documentation, performed construction work, and other work. (the total amount to be paid by "Europarking" is not specified in court rulings on this case. – Ed.)

At the same time, during the pre-trial investigation, law enforcement officers found that LLC "Europarking" did not make payments in favor of ME "Zhytloinvestbud-UKB" in accordance with the terms of the above contracts, and no claims or lawsuit work was carried out by the municipal enterprise to collect money from the company. Moreover, investigators found that the statute of limitations, within which "Zhytloinvestbud-UKB" could assert its claims, has already expired, "negatively affecting the company’s operations and leading to accounts receivable creation."

Furthermore, investigators say that the director of ME "Zhytloinvestbud-UKB" (whose identity is not specified by law enforcement. – Ed.), acting in the interests of LLC "Europarking," entered into additional agreements with this company to the above contracts, effectively postponing the payment schedules. However, despite this, LLC "Europarking" did not make any payments, thereby violating the conditions of both the contracts and the additional agreements to them. According to the investigation, the above suggests that ME "Zhytloinvestbud-UKB" is intentionally uninterested in completing and commissioning the mentioned parking lots and instead allows LLC "Europarking" to conduct illegal commercial activities on these facilities.

The company rents out spaces in these parking lots to residents of adjacent houses at a price of 50 hryvnias per day or 1500 hryvnias per month for one parking space. Law enforcement believes this "indicates the existence of a monetary turnover in the company and the actual ability to pay money to fulfill the above agreements." This fact was established by employees of the Main Directorate of Counterintelligence Security of Critical Infrastructure and Combating Terrorism Financing of the Department of Protection of National Statehood of the Security Service of Ukraine at the prosecutor’s request in this case.

One of the key figures in law enforcement says is a person whose name and surname are not specified in the court rulings due to the presumption of innocence and who is the civil partner of the official owner of LLC "Europarking." Supposedly, he controls this company – he profits from its activities, pays salaries to “Europarking” workers, appoints and dismisses its directors, communicates with government agencies, etc. Investigators note that this individual, through existing corrupt connections, including with the aforementioned director of ME "Zhytloinvestbud-UKB" and an unnamed deputy head of the KCSA, lobbied for the use of these multi-level underground parking lots.

Moreover, these two officials, according to law enforcement, receive part of the profits from renting the mentioned parking lots from the "true owner" of LLC "Europarking." This, they say, is done so that they take no action to complete the construction of underground parking lots and commission them. In the case of the deputy head of the capital’s city council, it can be assumed that we are talking about Vyacheslav Nepop (he headed "Zhytloinvestbud-UKB" from 2002 to 2018 after being "promoted" to deputy head of the KCSA), who, according to numerous sources, retains influence over this ME and will be discussed further below.

On November 20, 2024, law enforcement conducted a raid, during which an IPhone15 Pro mobile phone was seized, belonging to the "true owner" of LLC "Europarking" (not specified where the search took place. – Ed.). Subsequently, on January 20, 2025, the Podil District Court of Kyiv, at the request of the Podil District Prosecutor’s Office arrested this gadget as it was recognized as material evidence in this case.

Besides, on November 20, 2024, law enforcement also searched the "Europarking" office and seized several documents – lists of individuals using parking spaces in the mentioned parking lots, a ledger for parking space usage, documents related to the company’s activities, etc. As of February 2025, the aforementioned court arrested these "papers."

What is Known About the Participants

According to the analytical system Youcontrol, the capital’s LLC "Europarking" was registered in May 2011. Its head since October 2024 is Dmytro Ilchyshen, a resident of Bila Tserkva, Kyiv region, and the official founder and ultimate beneficiary since July last year is listed as Alina Adamchyk, registered in the currently occupied village of Vynohradove, Kherson region. It seems she is the civil wife of the "true owner" of this company, whom law enforcement is currently investigating. Incidentally, Adamchyk was also the owner of "Europarking" from August 2019 to February 2020. Besides, in 2020-2021, the beneficiary of this LLC was listed as Kyiv resident Vladyslav Shtukmeister, and in 2021-2024 – another resident of the capital, Yevheniy Baryshpol.

It can be assumed that Alina Adamchik is related to Oleksandr Adamchyk, former director of the Department of Housing, Communal Services, and Fuel and Energy Complex of the Kherson Regional State Administration (RSA, 2015-2017), former deputy head of the same RSA (2017-2019), and former deputy of the last VII convocation of the Kherson Regional Council (elected from the "BPP" party). For example, this is evidenced by the fact that the aforementioned former official was registered in the same village of Vynohradove before 2022. Oleksandr Adamchyk is publicly known, among other things, for rejecting a bribe attempted by a Kherson auto carrier in 2017.

The activities of ME "Zhytloinvestbud-UKB" regularly raise questions for law enforcement agencies due to alleged "budget cuts" when conducting various works. Investigators, in particular, have noted violations during the reconstruction of the Kyiv zoo, which was commissioned by this enterprise from 2017-2022 as part of three stages (a total of four contracts with a total cost of over 1.64 billion hryvnias were signed for its implementation). Incidentally, these works began when the above-mentioned Vyacheslav Nepop headed the "Zhytloinvestbud-UKB."

Specifically, in an investigation opened in February 2020, the National Police investigated violations during the execution of the third stage of zoo reconstruction. At that time, law enforcement discovered that ME "Zhytloinvestbud-UKB" officials colluded in advance with contractor PJSC "Fundament" about the conduct of these works, agreeing to their cost (802.8 million hryvnias), and the tender for the right to carry out the reconstruction was conducted formally. In the view of the investigation, evidence of this was that the contractor was performing preparatory work even before the tenders were held.

And in May 2024, a court in another case released Tetyana Prylypko, Engineer for Technical Supervision of "Zhytloinvestbud-UKB," from criminal liability for negligence. In 2018, she signed the acceptance certificates of completed works within the first phase of the zoo’s reconstruction. According to the investigation, because of the mentioned official, this ME paid for equipment that was not actually installed. Hence, the prosecutor’s office, which did not oppose her avoiding punishment, will not be able to recover compensation for the damage caused to the Kyiv budget totaling slightly over 2 million hryvnias.

Moreover, law enforcement investigated other "sins" of officials of this ME and its contractors. For example, in February 2020, the National Police opened a criminal investigation on the misuse of office by "Zhytloinvestbud-UKB" officials. The investigation initially established that this ME improperly allocated most budget projects to companies associated with the same Vyacheslav Nepop. The exact amount transferred to the accounts of such firms is not yet known for sure, but at least three companies received contracts totaling over 1.63 billion hryvnias. However, this case was apparently not brought to court.

In September 2023, the Desnyanskyi District Court acquitted former deputy head of the Technical Supervision Department of ME "Zhytloinvestbud-UKB" Volodymyr Zaritskyi in a case of negligence during creating a 2015 bicycle route from Troieshchyna to European Square. The investigation lasted about 9 years. Zaritskyi was eventually accused of failing to verify the completion acts of work worth 5.1 million hryvnias, and the construction violated state building regulations and standards, making it impossible to pay the contractor. The inability to prove the crime was mainly because, during the construction of this cycling route, the appropriate state standards and regulations allegedly did not exist at all.

It should be noted that currently, ME "Zhytloinvestbud-UKB" is headed by Oleksandr Akimov – he has been holding the position of director since January 2, 2020. His predecessor was Serhiy Danylovych, who acted as the head of this enterprise since June 26, 2018, replacing the above-mentioned Vyacheslav Nepop.

This ME reports to the Department of Construction and Housing Provision of the KCSA, chaired by Borys Rabotnik since July 2, 2021. Vyacheslav Nepop has overseen the department’s activities since 2018. Nepop is also known as a deputy of the Kyiv City Council of the IV, V, VII, VIII convocations and the current IX convocation of the Kyiv City Council (he successfully ran from the party of Kyiv mayor Vitaliy Klychko "UDAR").
