It is necessary to establish interaction between the Military Register "Oberih" and the State Register of Debtors.
This is stated in the report of the Temporary Special Commission of the Verkhovna Rada on the legal status, medical provision, psychological assistance, and social protection of war veterans, military personnel, and their family members, the resolution 13156 of which the parliament plans to approve.
As stated in the report, the TSC reviewed the issues of changing the procedure for postponing mobilization, particularly through the digital application "Reserve +". This concerns the timing and algorithms for implementing this process and proposals for online postponement accessibility in legislation.
During the work of the Commission, the materials of the Ministry of Defence regarding the implementation of the mobile application "Reserve+" and its impact on the process of processing the postponement of mobilization were heard and discussed.
The TSC notes that the launch of the online postponement on November 8, 2024, for certain categories of citizens significantly reduced the load on the TRC.
"The TSC raised the issue of providing deferment for people with disabilities and planned changes in this direction. Currently, deferment for people with disabilities is provided through data exchange with the Pension Fund of Ukraine, which allows only those with a pension certificate to use the simplified online procedure. Further steps include integration with the Ministry of Social Policy, which will allow all persons with disabilities to be covered, not just those who have a pension certificate," the report states.
It is also planned to interact with the debtor registry for automatic determination of the right to deferment for parents with many children and to expand the list of people who can receive a postponement online.
"One of the important next steps is to configure electronic interaction between ’Oberih’ and the Unified Register of Debtors, which will allow checking for alimony debt.
This will enable more parents with many children to use this service," the TSC notes.
The Ministry of Defence plays an important role in this process, as it is the main developer of changes to Cabinet Resolution No. 560 of May 16, 2024, "On Approving the Procedure for Calling Citizens to Military Service During Mobilization, in a Special Period", which provides for the possibility of obtaining deferment for parents who support three or more children under 18, provided there is no alimony debt.
Work on this is being carried out together with the Ministry of Justice of Ukraine.
The Commission pays attention to issues related to planning the launch of online deferment for the following categories of persons:
one of the spouses raising a child if the other is serving; military personnel who have lost close relatives due to hostilities since 2014; military personnel who are raising children alone (if the other parent has died, been deprived of parental rights, or is in detention); military personnel raising a child with a disability under 18 years old; lecturers, teachers, researchers, and research and teaching staff; military personnel caring for an adult child with a disability of Group I or II; persons who have a spouse with a disability of Group I or II, etc."With the aim of further expanding the accessibility of online postponement, it is planned to transform ’Reserve+’ into a full-fledged alternative to the TRC to give citizens the option to choose between online and offline interaction with state bodies, reducing the burden on traditional centers and ensuring a more flexible approach to citizen service.
This is a complex process that requires regulatory changes and improvement of existing services, but active work is currently underway on this in partnership with other ministries," the TSC noted.
