Ukrainian Foreign Minister Sybiha is already in Turkey, where he held a meeting with U.S. Secretary of State Rubio.
The minister is part of the Ukrainian delegation that may begin negotiations with Russia today.
Along with Rubio, Senator Graham, who recently introduced a bill to strengthen sanctions against Russia, also arrived in Turkey.
