In the "Diya" app, voting has started for the composition of the Anti-Corruption Expert Group (AEG) under the state agency "PlayCity," which regulates gambling and lotteries. You can choose a candidate only until 9:00 PM on August 7.
Out of 21 candidates participating in the competition, 9 selected individuals will form the expert group and will oversee "PlayCity" for two years. OBOZ.UA publishes the names and biographies of the contenders, as well as instructions on how to vote.
Main things to know about the expert group
The Anti-Corruption Expert Group will perform external oversight functions over "PlayCity": – monitoring decisions regarding conflicts of interest; – preparing conclusions on the transparency of processes; – participating in the development of recommendations for improving oversight procedures and countering non-transparent practices. Formally, the group will have an advisory status, but its positions will be taken into account within the framework of interaction mechanisms with the regulator. Some of the candidates have formed a coalition of organizations and experts who have long been working on transparency and reforms in the public sector:"These are the best specialists in economics, data analysis, law, communications, and financial security. Economist, data analyst, expert in machine learning and AI. Master of Economics (KSE, University of Houston), Bachelor of Applied Physics. Member of the Public Control Council at NABU and BEB, as well as several initiatives in the field of public oversight. Specializes in identifying corruption risks through data analysis and digital solutions. Motivated to join the expert group to develop transparent licensing mechanisms and implement modern tools for monitoring the gambling market.
Bashnyak AnnaExpert in regulatory policy and digital transformation, heads the relevant department at the independent analytical center "Office of Effective Regulation BRDO." Has extensive experience in developing legislation and creating policies in the field of e-governance. Co-author of over 30 regulatory acts related to reforms in licensing and permits, digitalization, ecology, public services, and the business environment. Participated in the creation of key e-services, such as the Unified State Electronic System for Permit Documents ("ePermit"), "eDeclaration" (simplified rules for starting and running a business during martial law), and the "EcoSystem" platform (a single online platform in the field of environmental protection, within which services for various types of activities in natural resource use are introduced). Intends to apply her skills in enhancing transparency through digital tools in the AEG.
Dorohan OleksiyExecutive Director of the independent analytical center "Office of Effective Regulation BRDO," expert in digital transformation, public administration, and deregulation. Under his leadership, the BRDO team creates digital solutions for the state, participates in the development of reforms, and helps implement transparent rules — from entrepreneurship development to strengthening defense capabilities. Among the services introduced with BRDO’s involvement are "ePermit," "eEntrepreneur," "Army+," "Reserve+," DOT-Chain Defence, and others. Co-founder and board member of the RISE Ukraine coalition.
Kotov TarasDoctor of Philosophy in Applied Mathematics, lawyer, and economist. Member of the Association of Certified Fraud Examiners (ACFE) and the Association of Certified Anti-Money Laundering Specialists (ACAMS). Co-founder of the "Democratic Axe" movement, head of the Public Control Council at BES. Participated in the work of the Verkhovna Rada’s Temporary Investigative Commission on the Bureau’s activities. Has experience in developing anti-corruption tools and risk management.
Noinets OleksandrPublic activist, co-founder of the "Democratic Axe" movement, analyst. Has many years of experience in strategic communications, marketing, and public anti-corruption analytics. As a specialist in countering information threats, he worked on studying and exposing mechanisms of Russian influence on the Ukrainian media space, political processes, and sensitive economic sectors, including gambling.
Slipchenko SvitlanaEconomist, analyst, Deputy Executive Director of the NGO "Vox Ukraine." Has many years of experience in fact-checking, countering disinformation, and promoting principles of transparency and accountability in public administration. Actively works on implementing integrity standards, open data, and preventing corruption risks.
Chyzhmar VasylLawyer, researcher, public activist. Master of Law, pursuing a Doctor of Philosophy degree at the V.M. Koretsky Institute of State and Law of the National Academy of Sciences of Ukraine. Has experience working in state authorities and in leadership positions in the Armed Forces of Ukraine. Heads the NGO "Institute of Strategic Studies in the Field of State-Building," as well as other analytical organizations in state-building and justice. Member of the Public Control Council at NABU and BES, with practical experience in anti-corruption expertise and interaction with institutions.
Shatrovskyi DmytroVeteran, public activist, entrepreneur. Founder of the NGO "Veteran Brotherhood," head of the Public Council at the Ministry of Veterans Affairs. Before the full-scale invasion, he was the deputy commander of the 2nd Battalion for Intelligence of the "Azov" Regiment. On February 24, 2022, he participated in the defense of Kyiv with a combined unit of combat participants under the Central Security Service "A." Performed combat tasks in the Kherson direction as part of the Kyiv City Patrol Police unit. After being wounded and receiving a disability status, he continued his work in veteran initiatives. Studies at the MIM Business School, has experience in military rehabilitation and the development of veteran projects. Motivated to join the AEG to eradicate shadow schemes and Russian influence in this field.
Shevchenko AnastasiyaVeteran, volunteer medic, public activist, singer. Has experience participating in the Revolution of Dignity, serving in the National Guard of Ukraine, volunteer units, and medical evacuation. Does not tolerate Russians in any state sphere. Specializes in communications and supports the principles of openness, accountability, and public oversight. Wants to join the AEG to help create a culture of transparency and exclude Russian influence in the gambling market.
