Of the nearly 8,000 officers who have not returned to service by this time, it is unlikely that any will rejoin the ranks of Ukraine’s Ministry of Internal Affairs (MIA). Most of those who have not yet made a political choice will likely join at least the so-called "DPR police," as recent decisions by Avakov’s ministry effectively push them in that direction.

Didn’t hear the order? You’re fired!

The number of dismissed police officers in the region was recently announced by the new head of the Donetsk Regional MIA Department, Abroskin. "Of the 14–15 thousand, only 6,800 remain," he said. And added that now, apparently, "there is a certain shortage."

Let’s ask a logical question: why were several thousand people fired in one sweep? Did they all, to a man, join the anti-government forces? Unlikely.

Judging by available information, as of August 12, 2014, the MIA had proof of defection to separatist forces for only about 150 officers. This claim stems from a list published by Avakov’s spokesman and advisor Anton Gerashchenko.

"Today I’m publishing a list of Donetsk police officers who voluntarily joined the terrorist organization ’Donetsk People’s Republic’ created by Putin. It includes 150 names. This is not the final list. More will follow," he wrote on his Facebook page. But in the 2.5 months since then, the list hasn’t grown — at least not officially.

However, by early October, the MIA had found a way to dismiss law enforcement officers en masse without having to prove guilt.

For this purpose, an oral order was allegedly issued, requiring all police personnel located in non-government-controlled areas to report for duty in Mariupol.

"An internal investigation established that the leadership of the Main Department of the MIA of Ukraine in Donetsk region issued an oral order for all employees of the Donetsk city police department and the Personnel Department of the Main Directorate to report to Mariupol for further service in the Mariupol operational district," states a copy of Order No. 1621 dated September 12, 2014, signed by General Pozhidaev, and available to “Prosecutor’s Truth.”

The only problem is that it’s unclear who communicated this order or how. But now that no longer matters. According to the document, anyone who failed to appear was automatically labeled a traitor and immediately dismissed. The order lists all those who were fired for this "offense."

With this seemingly painless method, the MIA leadership carried out a purge of “dead weight.” But has anyone thought about where this "dead weight" — thousands of unemployed and abandoned law enforcement officers — might go? They are now a potential personnel reserve for the separatists. Effectively, Ukraine’s MIA handed over part of its staff to the DPR.

In a series of publications, we will list the names of both the "guilty" and those “wrongfully purged” police officers, according to Order No. 1621. It’s probably safe to assume that many of these names have already appeared — or will soon appear — in the roster of the newly created "DPR police."
