Lyashko’s sponsor Oleg Averianov was left without budget millions at the last minute.

The State Emergency Service canceled two tenders after a report of intent to conclude agreements with "Industrial Company "Pozhmashina"." The Tender Committee of the State Emergency Service of Ukraine on December 27 canceled the public procurement of fire equipment for a total amount of 115.08 million UAH.

This is reported by "Glavcom" with reference to the ProZorro system.

The customer held two tenders in December for the purchase of 10 fire-rescue vehicles and three fire telescopic ladders. On December 19, the SES announced its intention to conclude agreements with the winner of the auction, LLC "Industrial Company "Pozhmashina" (Chernihiv region).
However, the customer had to cancel the successfully conducted tenders due to "the lack of estimated appointments for 2018 for the purchase of fire-rescue vehicles and fire telescopic ladders".

At the same time, in the procurement plans for 2018, the SES scheduled the purchase of the specified fire equipment for November.

According to the analytical system Youcontrol, "Industrial Company "Pozhmashina" was established in September 2005 and is registered in the town of Ladan, Pryluky district, Chernihiv region. The current founder is the London company "Gartek Group LTD". The sole owner is Oleg Averyanov, deputy of the Chernihiv Regional Council, head of the local regional organization of the Radical Party and assistant to People’s Deputy Oleg Lyashko.

Until September 23, 2018, the beneficiary of "Pozhmashina" was the director of this company Oleg Borshch from Pryluky. Borshch is a member of the Radical Party of Oleg Lyashko and in the 2015 local elections ran for the Chernihiv Regional Council from this political force.

Another "Lyashko supporter" and current deputy of the Pryluky District Council Valery Ivashchenko is the signatory of this company.

According to ProZorro, since 2016, LLC "Industrial Company "Pozhmashina" has been winning million-dollar tenders for the supply of equipment ordered by the State Emergency Service of Ukraine. In particular, in August 2016, the "Lyashko" company supplied 98 fire-rescue vehicles for 369.4 million UAH; in December 2016 – 13 fire-rescue vehicles for 49.49 million UAH; in June 2017 – 130 fire-rescue vehicles for 600.33 million UAH; in May 2018 – 120 fire-rescue vehicles for 600.53 million UAH.
