
The National Police has initiated a criminal case against Oleksandr Klymenko, the owner of a number of companies involved in the construction of the residential complex "Ministerskyi," currently known as the residential complex on Kondratyuk Street. The advertised residential complex has been at a standstill for two years, although the last 4th phase was 70% complete. Hundreds of families have become hostages of the situation. People who bought apartments here are unable to receive either housing or money.
The reason for the long-standing construction issue is the conflict between Oleksandr Klymenko’s Ukrainian partner and the "daughter" company of the Polish developer, "Enerhopol-Ukraine," with whom they were jointly implementing the project in Kyiv.
What seemed like a reliable partner began managing the received funds too freely, diverting them through controlled companies. As a result, the money for construction disappeared. The Polish side cites an amount of about 500 (!) million UAH, which was spent on non-target projects or withdrawn through various schemes. Of this, a confirmed loss of 90 million has already been established.
This is the money received by the general contractor "Budaks" to complete the last stage of construction of the "Ministerskyi" residential complex. But instead of finishing the building, where almost everything has already been sold, Klymenko’s companies started a new project "Pechersk-Plaza" in the center of Kyiv, which could still attract a considerable amount of money from private investors. Furthermore, it is known that part of the targeted money may have been spent on the production of the cartoon "Clara," directed by Klymenko, and the construction of his private house in Kozyn village.
After several unsuccessful attempts to resolve the conflict with the Ukrainian partner, the Polish side appealed to law enforcement. Aside from the funds criminally withdrawn from the project, Klymenko continues to obstruct "Enerhopol-Ukraine’s" attempts to complete the project and deliver the apartments to buyers.
The National Police initiated a criminal case under part 5 of article 191 of the Criminal Code of Ukraine on the grounds of misappropriation and embezzlement of funds in especially large amounts. All of Oleksandr Klymenko’s companies, which he owns directly or indirectly, and which were involved in the scheme of misappropriating funds, feature in the case: "Budaks" - the general contractor for the construction of the "Ministerskyi" residential complex, KUA "Image Finance," through which the sale of apartments was carried out, "Buyfish Holdings," "Image Finance Group," "Sky Building," and others.
A series of searches and interrogations have already been conducted, and documents have been seized. The issue of arresting the property of Oleksandr Klymenko and his accomplices in the criminal scheme is currently being resolved. This concerns property assets, shares in enterprises, private houses, bank accounts of the individuals involved and the companies controlled by them, construction equipment, and other property.
