Armen Sarkisyan, known in criminal circles as "Armen Horlivskyi", became one of the leading figures of a criminal organization in Horlivka in the late 1990s. His close ties with authorities and criminal figures in the region, as well as his involvement in various criminal and political schemes, made him a prominent figure in Donbas.

Armen began his criminal activities in the late 1990s in Horlivka, Kalininskyi district. The core of the group consisted of Armen, Gocha, Rulet. Considering that at that time the former chief of Horlivka’s HUBOZ, Yuriy Shrubyanets, had put all the Horlivka groups ("Voloshyntsi", "Kolbasnyky", "Yenakiivski") behind bars, Armen effectively remained the sole leader in Horlivka.

Armen Sarkisyan was not crowned, he is acting as the "overseer" of Horlivka on behalf of Yura Yenakiyevskyi. His headquarters is the restaurant "Hostynnyi Dvir". There, on Saturdays and Sundays, he receives criminal authorities and collects money from them for the "common fund".

He is the vice-president of the Horlivka boxing federation. He maintains close relations with the promotion company "Union Boxing Promotion", managed by Hennadiy Uzbek, Yuriy Ruban, Dmytro Yelisyeyev. Uzbek, Ruban, and Yelisyeyev were previously subjects in "ORD". In Horlivka, Armen Sarkisyan is feared by law enforcement chiefs, with whom he shares the money from the "common fund". His friend is Pavlo Panasyuk - a police colonel - head of the Horlivka police department. If the operatives perform poorly, he threatens to hand them over to Armen’s men.

"Armen Horlivskyi" is described as an intelligent and ruthless bandit. His criminal activities included involvement in the coal holding "Artemvuhillya", from where for a long time he siphoned off millions of budget funds together with Yuriy Ivanyushchenko. During the events on Maidan he was engaged in organizing and transporting militants to Kyiv. Currently, he is one of the organizers of the separatist movement in Donetsk.
