Yermak and Komarnytskyi want to appoint the corrupt Tatsiy to oversee Kyiv’s architectural projects
Presidential aide Andriy Yermak and his appointed "supervisor" for Kyiv, the notorious Denys Komarnytskyi, are increasingly advancing on Kyiv.
Now they want to take over the Department of Urban Development and Architecture of the Kyiv City State Administration and dismiss the chief architect Oleksandr Svystunov to appoint their own creation in this position – the well-known corrupt official Yuriy Tatsiy, who previously acted as its director and is known for his involvement in numerous corruption scandals.
It is likely that Tatsiy’s return is part of Yermak’s agreements with the head of the Kyiv City State Administration, Vitaliy Klychko, which allowed him to retain his post. However, according to rumors, Tatsiy may be more oriented towards Vadym Stolar, who is called the "gray cardinal" of the capital. This version cannot be dismissed either, as in 2007–2012,
Tatsiy was an assistant to MP Stolar. In any case, it can be confidently said that this appointment is being made to redistribute the financial flows of the capital as efficiently as possible, and thus to establish the maximum benefit from corruption. Because, if anything, Tatsiy understands corruption like no one else! During his leadership of the Department of Urban Development, urban planning conditions and restrictions on land development (MUI) were issued in bundles, executed with significant violations.
Let’s consider, for example, one such document signed by Y. Tatsiy, registered in May 2016. It concerns the development of a land plot at the intersection of Brovarskyi and Vyzvolyteliv avenues in the Dnipro district of Kyiv.
According to the General Plan until 2020, this plot is functionally designated as 95% street and road territory. Moreover, the plot is adjacent to an existing gas station. In addition, according to the General Plan, the noise level here is not permissible for residential development, and the plot belongs to the sanitary protection zone (SPZ).
However, none of this bothered Yuriy Tatsiy. And he seriously issued the MUI, merely omitting the restrictions on the use of the plot according to the General Plan. Leaving in the "document" only the requirements for the design and construction of multi-story residential buildings. And it didn’t matter that on street and road territory, nothing but road service objects can be built by law – and even then, only within the framework of road reconstruction.
Such cynical disregard for the law for personal gain (you don’t believe that an official would violate the law for free, do you?) easily went unpunished for Tatsiy. As in many similar cases. At some point, he simply left the post quietly – without scandals and criminal cases. And this despite the fact that back in 2016, journalists discovered that he was building a mansion in a protected zone, clearly not at the expense of funds from his declaration...
Whose control the architectural sphere of the capital will now transition to and whom the mayor will ultimately trust to "roof" the flows in this field – will become clear in the near future.
