How Tanya Plachkova rocks Odesa

Beginning. This story is about how a gray mouse can turn into a fierce bull terrier under the conditions of Ukraine, about desperate injustice and the triumph of state cynicism in a lawless society.

A citizen of Ukraine and Bulgaria, Tetyana Plachkova, originally from Kharkiv, today serves us in the Verkhovna Rada as a deputy from OPFL. Just ten years ago, no one knew about her; she worked as a lawyer in an unprestigious law office, struggling, as colleagues recall, to earn enough for a hairdresser, riding a tram, and borrowing a hundred dollars a month. Everything changed in 2011 when Yanukovych came to power, and having a Donetsk registration helped one become a “watchman” or head of a financial state branch. Fortunately for Tanya, a unit of the Odesa region’s State Architectural and Construction Inspection (SACI) was located next to her room in the building on Admiralsky Avenue. With the intellect of the Donetsk guys, problems had already begun, and the Kharkiv woman showed sympathy for the Donetsk boys, as they were almost fellow countrymen.

The girl needed money, and she worked as a small intermediary between builders and bribe-takers from SACI, simply arranging for bribes, adding her own "interest," receiving wads of dollars, and delivering them to officials. Thus, she became a well-known character among Odesa builders and, of course, law enforcement. She was known by name, but no one asked her last name. Yanukovych fled, the girl lost her job, but Petro Oleksiyovych needed staff, and soon new verticals were created in Ukraine, worse than the Donetsk ones.

Connections

The resurrection of former Party of Regions member Tetyana Plachkova was facilitated by her new boyfriend from Donetsk, a well-known funeral business owner in Yanukovych’s homeland, Oleksiy Horovyi. The accomplices organized a shadow office, and soon a corruption business emerged in the permit system across Ukraine thanks to the connections of the Horovyi brothers, Oleksiy and Yuriy, at the top of the new post-Maidan government. By the way, search the internet for information about this criminal duo linked to Ivanyushchenko and the criminal circles of Donetsk. According to our information, Yuriy Horovyi spends large sums of money cleaning the internet and search engines of a barrage of negative information about the criminal activities of the Horovyi-Plachkova duo.

The vertical was built as part of an organized group, starting with Ihor Kononenko, a friend and business partner of Petro Poroshenko, who provided shadow quotas and rights to collect tribute from Ukrainian builders. In this financial-corruption pyramid, the top of the Ukrainian state received money from Vadym Stolar and one of the Horovyi brothers: Maksym Martynyuk in the government, heads of regional inspections were fed with leftovers, although this did not prevent them from buying customized Mercedes 600s.

We are talking about hundreds of millions of dollars. Consider the rates; for example: under Yanukovych, for the issuance of a permit for the construction of one multi-story building, developers paid from $5 to $8 to the shadow cash register, for the acceptance of houses into operation $5.

In total, from $10 to $18 per square meter of area, thus the sum of the "catch" from 10 thousand square meters of housing of a standard ten-story building was about $150 thousand. Plachkova and company, having thoroughly studied the construction mafia activities, perfected the SACI shadow industry:

1) Rates increased to $20 per square meter for issuing permits, bribes for house acceptance doubled.

2) Several fictitious companies were created, such as the legal firm "Ky end Key," LLC "Odesa BTI," LLC "Right Project," LLC "Design and Architecture Studio ’Apelsin’," LLC "Documents," through which businessmen building millions of faceless uncomfortable concrete living meters in Ukraine were passed. No one was interested in the real state of housing projects, only the millions of dollars laundered by the Stolar, Plachkova, and Horovyi gang.

3) Complete blocking of documents issued by independent design and expert structures. In such cases, a chain of fictitious public organizations owned by the Horovyi brothers was engaged, such as "Stop Lawlessness," "Common Goal," and other "Anti-Corruption Committees of the World Revolution," created by Ukraine’s top corrupt officials.

The cynicism and ruthlessness of Tetyana Plachkova and the Horovyi’s gang reached an apotheosis when they engaged in deceiving developers who brought them the same bribes.

The authors of the article know of seven cases where bribe-givers brought from $50 to $150 thousand, received permits for construction, and six months later were visited by a manual inspection check of DABI and had their permits taken away, with trembling hands, humiliated builders repeated the transfer of money and got the permit again.

One can laugh at the unlucky entrepreneurs, but it is a bitter laugh because it is thanks to such Tanyas that Ukraine is being built with low-quality terrible housing at crazy prices, up to $80 in every square meter of Ukrainian housing, this is fur, jewelry, limousines, apartments, houses, yachts for corrupt officials and criminal scum.

In 2016, Plachkova moved to Kyiv, bought an apartment worth over $500,000 with an area of 217 square meters, which was written about by Oleksandr Dubinsky, and vacations with her boyfriend and "arrangers" in the Dominican Republic, Courchevel, and Monaco.
