
The Security Service of Ukraine believes that as a result of open tenders, the Department of Social Policy of the Kyiv City State Administration entered into agreements with "Bloomy" LLC, "Alternatyva Trade" LLC, and the Ukrainian-American "Evromix" LLC with foreign investments for the supply of adult diapers and absorbent pads at inflated prices.
According to the materials of the proceeding under part 5 of article 191 of the Criminal Code, "Bloomy" LLC received 26.6 million hryvnias of budget funds, "Alternatyva Trade" LLC received 34.3 million hryvnias, and "Evromix" LLC received 16.3 million hryvnias from the Department of Social Policy of the Kyiv City State Administration.
According to the results of the State Sanitary and Epidemiological Expertise of the State Service on Food Safety and Consumer Protection, the adult diapers and absorbent pads supplied by the companies are first-class medical devices. The Cabinet of Ministers’ resolution stipulates maximum wholesale mark-ups on medical devices purchased wholly or partly with state or local budget funds not exceeding 10%.
The court granted investigators access to documents regarding agreements between the Department of Social Policy of the Kyiv City State Administration and the companies "Bloomy", "Ontex Ukraine", "Essity Ukraine", "Alternatyva Trade", the Ukrainian-American company "Evromix", and other documentation.
According to ProZorro, the Department of Social Policy of the Kyiv City State Administration previously, in 2017-2019, ordered adult diapers and absorbent pads from the mentioned companies.
The founders of the Odesa company "Bloomy" are Olha Klisheyko, Arkadiy Hubernyk, Borys Klyuchnykov, and Petro Nyahov. Hubernik is a deputy of the Odesa Regional Council from the "Petro Poroshenko Bloc".
The Kharkiv company "Alternatyva Trade" belongs to Dmytro Opashko and Olha Protas.
The Ukrainian-American company "Evromix" with foreign investments (Kyiv) is registered to Nataliya Sklyarenko and the Cypriot company "Evoud Trading Limited".
