Kiev Mayor Vitaliy Klychko can breathe a sigh of relief because the dismissal of his deputy for local self-government issues, Volodymyr Slonchak, automatically resolves the conflict with "Comedy Club" advisor Maksym Bakhmatov, known as "Icebreaker Bakhmatov".
Bakhmatov came from Vasyl Khmelnytskyi as an IT technology specialist and is now dictating a significant part of Klitschko’s key decisions. Slonchak was the chief lawyer of the Kyiv City State Administration for a long time, and Bakhmatov suspected that he and his people were delaying the implementation of several projects.
The shameful downfall of Slonchak weakens the position of "Kyivmiskbud" head Ihor Kushnir, who was lobbied by Serhiy Lyovochkin under Oleksandr Popov — a partner of Ihor Nikonov and Vadym Stolar in the 101 Tower business center and neighbors in the "Golden Gate" complex in Koncha-Zaspa. Slonchak was a member of the supervisory board of "Kyivmiskbud" and recently helped himself and Kushnir extend their powers.
We reported that "Kyivmiskbud", appointed to complete the construction after "Ukrbud", is re-registering on itself the lands obtained from the Ministry of Defense. Kushnir was able to arrange this because he once worked at the Ministry of Defense.
But these plots are claimed by evangelical developers close to the Deputy Head of the President’s Office, Serhiy Trofimov. This is the group of Rustam Fatullayev, Kostyantyn Kuksa, and Yuriy Kvaterchuk, united around the Evangelical Church "Skynia", which is building in the suburbs of Kyiv. Fatullayev was even an advisor to Defence Minister Andriy Zahorodnyuk. But until recently, he lost to Kushnir, Slonchak, and Stolar.
The fact that Slonchak was detained in the car of an intoxicated Lyudmyla Kostenko — a relative of Stolar — once again confirms the contact of the entire company. However, Kostenko is unmarried, and Slonchak has two school-age children. Now his wife will find out about the meetings he disappeared to late at night.
Slonchak is known for his boisterous nature, fiery temper, and habits of a Casanova, which have already gotten him into trouble with shootings and knives on the highway (widely known) and restaurant brawls (quietly hushed up). He became uncontrollable after a head injury.
This story has not been investigated. There are many questions: the expensive residential complex on Urytskyi Street, the video cameras in the entrance, the police were called not by the victim, but by the ambulance... Who attacked him and why, Slonchak could not explain. No one was found.
Regarding the situation on Lev Tolstoy Street, the Kyiv City State Administration believes that Slonchak became an accidental catch for the police. But when the patrol officers realized who they were dealing with, the senior officer sent an SMS to the higher-ups and was told to pack him up, documenting every step thoroughly. It is noted that Slonchak had conflicts with representatives of the Ministry of Internal Affairs in business, particularly with one of the former advisors to the minister.
