Komarnytskyi managed to bypass Stolar and become the "overseer" of Kyiv

It has been almost a year since a positional struggle has been ongoing around the position of the mayor of Kyiv between representatives of President Volodymyr Zelenskyy, who understands that he cannot hold onto power long without capturing Kyiv, and the current mayor Vitali Klitschko, who hopes to retain his seat.

The heads of the presidential office, the main executors of Volodymyr Oleksandrovych’s will, have chosen diametrically opposed strategies to capture the Kyiv stronghold. For example, former head of the presidential office Andriy Bohdan, in his usual manner, went against Klychko with a sword drawn, attempting to remove him from the position of head of the Kyiv City State Administration. Meanwhile, future head of the office Andriy Yermak decided on a strategy regarding Klychko based on the principle of "divide and subtract." While he was simply a presidential advisor, he managed to persuade Zelenskyy to soften his attacks on the capital’s mayor in exchange for personnel changes in the city hall in favor of people proposed by Yermak himself. Thus, the first representative of Yermak in the Kyiv administration was Oleksiy Kuleba, who was appointed director of the Department of Environmental Improvement of the KCSA to monetize Yermak’s native kiosks (MAFs).

Now that Andriy Borysovych has gained exclusive access to the "body" and strengthened his position, he has launched the second part of the strategy. For several months now, messengers from the new overseer of Kyiv, Denys Komarnytskyi, have been visiting all major Kyiv businessmen. According to the media, Denys Komarnytskyi has been an aide to the old overseer of Kyiv, Vadym Stolar, with whom he worked since the times of ex-mayor of Kyiv Lennya "Kosmos" Chernovetskyi. How did Komarnytskyi manage to outpace Stolar and become an overseer? It’s very simple: you just have to be the sponsor and manager of the election campaign of Yermak’s godfather—Mykola Tyshchenko.

Biography

Mykola Tyshchenko. Born in 1972. Graduated from the Kyiv Civil Engineering Institute (KISI). According to the media, Mykola began his career as Kolya Obolonskyi — a brigadier of the OPF Savlokha. In his official biography, Tyshchenko states that since the mid-90s he was engaged in entrepreneurial activities and is the president and owner of the restaurant chain "Nasha Karta" ("Velur", "Richelieu", "Safe", "Turgenev" (closed), sushi bar "Fluffy", "Olmeca Plage", "Three Forks" (closed)), which were reportedly founded in 2007. In addition to the restaurant chain, Tyshchenko is the founder of several public organizations, among which the public organization "Nasha Gordist" (EDRPOU 37143057) stands out. Among its founders, we found the same godfather of Tyshchenko—Andriy Yermak, and among the management are Tyshchenko’s business partners Dmytro Bondar, Volodymyr Sytak, Vitaliy Yudenkov, as well as Yermak’s formal business beneficiary Yuliya Naumenko.

As reported in the fall of last year by a deputy of the 8th convocation Yuriy Levchenko, the managers of the election campaign of the capital restaurateur Tyshchenko were co-chair of the "Leonid Chernovetskyi Bloc" faction Denys Komarnytskyi and current member of the Kyiv City Council Alla Shlapak (United faction). However, not only the elections held together unite Yermak’s godfather with Chernovetskyi’s team, who is gradually considering returning to Ukraine after exile and hiring himself aides and service. Such a connection with the ex-mayor’s team can be traced through Tyshchenko’s restaurant business. After being elected as a deputy, Tyshchenko began to clean up his "tails" and leave the majority of companies, but electronic archives do not burn and provide us with a breakdown of business connections across the entire network "Nasha Karta."

The analytical system Clarity Project gives us data that Mykola Tyshchenko, along with his business partner Volodymyr Shapenko, owns patents on all the names of restaurants in the "Nasha Karta" network. Tracing the business ownership of Volodymyr Shapenko and Mykola Tyshchenko, we find that besides Shapenko himself, co-owners of some restaurants are structures close to the Chernovetskyi family. Thus, directly, Tyshchenko was a co-founder of two companies LLC "KEPLER452" (EDRPOU 40012708) and LLC "DRUZHBA BRANCH" (EDRPOU 39159069) along with LLC "KUA "VALPRIM" (EDRPOU 37449096), which built the residential complex "Comfort Town" for the Chernovetskyi family. Both Tyshchenko’s companies and Chernovetskyi’s family are located at 13-15 Bolsunovska Street in the IQ business center, which houses Tyshchenko’s COIN restaurant. Volodymyr Shapenko is also a partner of VALPRIM in the company LLC "GROUP "NEW WORLD" (EDRPOU 42643973), located at the address of the residential complex "Comfort Town." At the same time, rumors claim that the entire other restaurant network was built with Chernovetskyi money.

As we understand, due to business ties, Tyshchenko must have been in close contact with the entire business and political team of the former mayor, a prominent representative of which is Denys Komarnytskyi, who has been widely written about as the person providing legal coverage for the capture of Kyiv real estate and Kyiv lands while being the head of Chernovetskyi’s eponymous faction in the Kyiv City Council.

Denys Komarnytskyi. Born in 1978. Graduated from Taras Shevchenko National University of Kyiv with a degree in law. From 2000 to 2002, he was a consultant-organizer of the Kyiv city organization of the People’s Democratic Party. From 2002 to 2006, he was the executive director of LLC "Legal Firm "Pravozakhyst". Since January 1, 2006, he has been the founder, beneficiary, and director of LLC "Economic and Law Development Center" (EDRPOU 33996230), profile—activity in the field of law, consulting. From 2008 to 2014, he was a deputy of the Kyiv City Council of the 6th convocation. He was a co-chair of the "Leonid Chernovetskyi Bloc" faction, a member of the permanent commission on budget and socio-economic development issues. In August 2010, Denys Komarnytskyi was elected chairman of the supervisory board of PJSC "Kyivmiskbud". Although Komarnytskyi did not appear legally in the Chernovetskyi family business, traces of their close contact are present. Thus, Komarnytskyi’s wife Iryna was a co-owner of LLC "Ukrainian Realtor Company" (EDRPOU 36531411) together with the wife of one of the main owners of Chernovetskyi family assets, Oleksandra Suprunenko Olena.

Always being the younger partner and servant to the Chernovetskyis, and then to Stolar, Komarnytskyi cannot now encompass the entire municipal economy, and for this, he has agreed with Yermak on a partner for the division of Kyiv—Serhiy Kucher, who controls the construction corporation Edelburg through a number of firms, which is building a number of scandalous objects in the Pechersk district and within the old Podil. He also controls part of the infamous UKRBUD, which last year practically went bankrupt, and currently, the unfinished construction projects are being completed by "Kyivmiskbud".

Biography

Serhiy Kucher, born in 1975, started his business in the early 90s with the company NEST (Capital Real Estate), which bought and privatized Kyiv real estate and land for peanuts. He then organized several construction companies. In 2006, he became a deputy of the Kyiv City Council from Klitschko’s bloc, but then switched to the Party of Regions. In 2010, he received the position of head of the State Architectural and Construction Inspection of Ukraine (DABI) in Kyiv, from which he was dismissed after the Revolution of Dignity. During his time at DABI, he was noted in all major construction scandals. Since 2017, he began to appear in the construction business under the brand Edelburg development.

So, what are the new overseers sawing off and dividing? First of all, they have gathered the entire construction block of the city hall under their control, with the exception of "Kyivmiskbud." Thus, all financial flows have come under their control: KP Specialzhitlofond, KP Zhytloinvesbud-UCB, KP "Financial Company "Zhytlo-Invet", KP "Engineering Center", KP "Zhytloservice". At the same time, they do not bring in their contractors, but tell today’s contractors the "figures" that are supposed to go, according to their words, "to the election campaign of the Servants of the People in Kyiv and Tyshchenko’s mayoral campaign.” All those who disagree are being intimidated with repressive actions from the Bakal Office, which they say has been "agreed upon by Yermak".

In addition to direct budget construction control, Komarnytskyi, through Kucher, collects tribute from private developers using DABI structures, which cannot yet be fully liquidated.

However, the interests of the group are not limited to the construction sector. As our publication has learned, last week, messengers from Komarnytskyi and Kucher approached businessmen engaged in the housing and utilities sector and began conveying information about "tariffs." Also, for six months, the city’s Department of Improvement (headed by the aforementioned Kuleba) has been arranging the redistribution of the street trading market and illegal kiosks (MAFs).

As a result, in just under a year since "Servants of the People" gained full power in the person of their most worthy representatives—Yermak, Tyshchenko, and their allies in the division, Komarnytskyi and Kucher—Kyiv has been taken under complete control. However, the question arises, are these actions known to our president? Does he know that his representatives in Kyiv are no different from the teams of "loot-seekers" of previous presidents, who just as well controlled the financial flows of the city hall? If Zelenskyy is aware of what is happening, it turns out that he fully sanctions the actions of his office worker, using force resources to increase the financing of his party in Kyiv...
