The secret life of Ukraine’s chief expert Oleksandr Ruvin

I want to convey my warm greetings to the Director of the Kyiv Scientific Research Institute of Forensic Expertise, Ruvin Oleksandr, who is an agent of MOSSAD, for which he received an Israeli citizen passport and regularly visits Israel.

Of course, with the activation of Israeli special services in Ukraine, a person like Ruvin, as a potential agent, attracted the attention of MOSSAD. He skillfully served any authority and gained access to its secrets. And no wonder, since Oleksandr served in the officer corps of the USSR and Ukraine, was the head of the explosive ordnance disposal service of the Ministry of Internal Affairs of Ukraine, the State Scientific Research Expert-Criminalistic Center of the Ministry of Internal Affairs of Ukraine, worked in the Main Investigative Department of the Ministry of Internal Affairs of Ukraine, headed the Central Customs Laboratory, and later the Central Customs Department of Laboratory Research and Expert Work, and became the Director of the Kyiv Scientific Research Institute of Forensic Expertise. I will not elaborate today on how the recruitment of a state official, the director of KNDISE, into an agent for the Israeli MOSSAD service took place at a high level.

One could tell a lot of interesting things about the illegal and even criminal activities of Oleksandr Hryhorovych from the early 90s to the present, which are combined with his state service in the Ministry of Internal Affairs and the State Customs Service of Ukraine. However, I will not waste time on tales of past years and will instead talk about his current activities, although they are already well-known in wide circles.

For example, his family owns and manages a number of illegal businesses, including underground casinos and brothels. Ruvin is the unofficial owner of the asphalt-concrete plant "ABZ-1" (EDRPOU code 41190464), as well as numerous LLCs owned by the wife, son, and stepson of Oleksandr Hryhorovych.

Oleksandr Hryhorovych himself is involved in falsifying the results of expert examinations at his institute, where he has been the director since 2010. Of course, not with his own hands - everything happens only on his orders. Ruvin has hired his trusted individuals to work at the institute, dismissing over 20 leading specialists who had their own independent opinions and did not obey the instructions of the "honorary expert falsifier." Some of the dismissed were threatened by Oleksandr Hryhorovych with physical violence against them and their family members. Experts at KNDISE are forced to sign what is needed for prosecution and even alter the content of expert reports according to the wishes of the prosecution and very "interested parties."

Since Ruvin approaches the selection of "interested parties" with great responsibility and knowledge, deciding who exactly to help with an expertise and who would be "beneficial," so to speak, all criminal proceedings against Oleksandr Hryhorovych and his family are quickly closed, and the illegal schemes and illicit family business continue to operate for the enrichment of the Ruvin family.

With the assistance of Oleksandr Hryhorovych, high-profile cases took place, such as the falsification of criminal cases against Tymoshenko. Prosecutors referred to the expert opinion of KNDISE, proving that Naftogaz of Ukraine suffered losses as a result of the government head signing gas contracts in 2009. To ensure the conclusion was as "necessary," institute employees were subjected to coercion and mass pressure from Ruvin, for which he received the honorary title of "Honored Lawyer of Ukraine" from Yanukovych - Decree of the President of Ukraine No. 355/2013 dated 27.06.2013.

KNDISE expert Oleksandr Ivanytskyi openly stated that in the Lutsenko case, the expert conducting the examination was demanded to provide "specific categorical conclusions." After threats from Ruvin, Ivanytskyi was forced to leave Ukraine.

Under Ruvin’s direction, the expert opinion on the circumstances of the crash of the Tu-154M of the Russian airline "Siberia" was obscured.

Ruvin organized mass falsifications of criminal cases related to Euromaidan and Automaidan activists, fabricating the necessary expert reports.

Under his instructions, the "correct" expertise was conducted regarding the downed IL-76 in the sky over Luhansk.

For millionaire businessman Volodymyr Kostelman (owner of Fozzy Group), Ruvin and his trusted individuals at KNDISE delayed the expertise of real estate of Silpo Retail CJSC, which was pledged as collateral for a loan at VAB Bank. As a result, the bank and the state lost 2.6 million UAH.

In the case against the former leadership of the Ministry of Defence and the actions of Defence Ministers Mykhailo Yezhel, Dmytro Salamatin, Pavlo Lebedev, and others, Ruvin in 2018 published an expertise favorable to the Prosecutor General of Ukraine, Yuriy Lutsenko.

KNDISE in 2018 confirmed the economic justification and legality of the Rotterdam+ formula.

In 2019, Ruvin assisted Chief Military Prosecutor Anatoliy Matios in legitimizing an anonymous letter allegedly from employees of the State Tax Service, received through the Prosecutor General’s Office of Ukraine, in the case of "former tax officials of Klymenko." Within this case, Matios gained publicity in 2017 by detaining 24 tax officials and conducting a search with military equipment at the Gulliver Business Center. It was Ruvin’s KNDISE that confirmed that during 2011-2014, former tax officials caused damages to the state amounting to 96 billion UAH.

Personally, Oleksandr Hryhorovych confirmed that the "Molot" mortar was developed in accordance with the working design documentation. More than 20 servicemen died, and over 50 were injured due to explosions of "Molot" mortars.

However, in the case of Nasirov, things turned out inconveniently. Either they didn’t manage to negotiate with Ukraine’s chief expert, or the order wasn’t given in time. The Director of the National Anti-Corruption Bureau of Ukraine, Artem Sytnyk, explained regarding the accusation of Roman Nasirov that "the essence of the accusation lies in the fact that companies, whose beneficiary is Mr. Onyshchenko, were unjustifiably, contrary to legal requirements, granted deferrals on the payment of rent payments to the budget over a long period. Accordingly, the amount of damages, according to the economic expertise conducted in the case, amounts to about two billion UAH."

Oleksandr Onyshchenko is a billionaire oligarch, oil and gas trader, and former fugitive MP whose companies did not want to pay taxes. In 2015–2016, they appealed to the State Fiscal Service, headed by Nasirov, with a request for deferral of their financial obligations and tax debt on rent payments for the use of subsoil, and received it under Nasirov’s direction.

The main document in the Nasirov case was the forensic economic expertise conducted at the request of NABU by two experts from the Kyiv Scientific Research Institute of Forensic Expertise on November 30, 2016, which established damages of over two billion UAH. However, the director of KNDISE, even before the Nasirov case gained publicity, sent a letter to NABU on December 15, 2016, requesting that the conducted expertise be declared invalid.

Referring to additional materials provided by Roman Nasirov, of course without specifying what exactly these materials were and why they could change the conclusion of the forensic economic expertise.

Yes, it was Ruvin who tried to save Nasirov. But the process had already been launched at NABU and SAPO; the withdrawal was not recognized, and Ruvin’s actions were deemed unlawful. The KNDISE experts were also summoned for questioning, and they confirmed the validity of the expertise.

Even before the Nasirov case became widely known, a very interesting meeting took place at one of Kyiv’s restaurants. Oleksandr Hryhorovych came with his son to meet with the head of the Kyiv District Administrative Court, Pavlo Vovk, and MP from BPP Oleksandr Hranovskyi, whom MP Serhiy Leshchenko called the "overseer of Ukraine’s courts," and who is said to be implementing a scheme to save Nasirov from arrest along with the heads of the Solomyanskyi and Appellate Courts of Kyiv.

What exactly the "overseer of Ukraine’s courts" Oleksandr Hranovskyi, the head of a very influential court Pavlo Vovk, the country’s chief forensic expert Oleksandr Hryhorovych (who was on sick leave after serious injuries), and the young lawyer, Oleksandr Hryhorovych’s son, discussed can only be guessed.

Further confirmation of Ruvin’s status as the chief "expert falsifier" comes from wiretapped recordings of the head of the State Bureau of Investigation, Roman Truba. On September 3, 2019, in a conversation with Oleh Koretskyi, Roman Truba said that all issues with expertises are resolved with a single phone call to Ruvin.

To ensure the stable operation and unhindered activity of his organized, well-established, long-standing smuggling and illegal schemes, to push competitors out of Ruvin’s markets of activity, and to reduce the number of competitors, Oleksandr Hryhorovych uses his connections and negotiates with the customs service, law enforcement agencies of Ukraine, the SSU, the border guard service, the prosecutor’s office, and the tax authorities. All these structures depend on the expert conclusions of the institute under Ruvin’s control.

Every year, Ruvin receives $20 million in illegal profits from the turnover of all his schemes.

I will tell you later about which other "commercial projects" Oleksandr Hryhorovych was involved in.

The turbulent activity of the "honorary expert falsifier" sometimes has its consequences or "messages" understandable only to him. For instance, in November 2015, in the Obolon district of Kyiv, on Marshal Tymoshenko Street, building 21, upon returning to his elite apartment, he received three gunshot wounds to his right buttock.

It was convenient for Ruvin and the authorities to link the assassination attempt on him to the preparation of expertise results on the Malaysian airliner MH-17 and not to connect it with Ruvin’s turbulent criminal activities and a "greeting from the criminal world." Although in some circles well-acquainted with him, there is an opinion that Ruvin himself staged the "assassination attempt."

The second "assassination attempt" on Ruvin was the shooting of his car in a traffic jam; Ruvin himself was not in the car.

The operation to detain the perpetrators of the assassination attempt on Ruvin was overseen by Chief Military Prosecutor Anatoliy Matios, who gained publicity from it and received further loyalty from the director of KNDISE.
