The notorious prosecutor Oleksandr Kharlov is involved not only in corruption scandals but also in the blatant robbery of the "Graff" jewelry boutique, becoming concerned about the cleanliness of his biography.

As always, we publish the material that the turncoat Kharlov dislikes in full and commit to conducting a detailed investigation into his misdeeds.

Oleksandr Kharlov is relatively new to the prosecution authorities, but he is already well known for knowing how to collapse a case, open it against the right person, harass the victim of corporate disputes, and so on.

His experience in "twisting the law" and turning black into white was noted as soon as he found himself in the law enforcement system. This is precisely why he took the position of Deputy Prosecutor of the Pecherskyi District in Kyiv.

In particular, Kharlov is involved in a dark story concerning the theft by prosecutors and investigators of the Ministry of Internal Affairs of the Pecherskyi district during searches at the Kyiv "Graff" store, when jewelry worth 26 million UAH was unaccounted for following the completion of the search operations. This refers to the amount of damages as of late 2013.

Three criminal proceedings were opened over the theft and abuse of power by employees of the Pechersk prosecution. The suspects under Article 185 Part 5 and Article 365 Part 3 of the Criminal Code are employees of the Pecherskyi district prosecutor’s office in Kyiv P. Kozlov, V. Savchuk and employees of the Pecherskyi district department V. Zabuha, O. Zhdanov, R. Artsyukh, R. Kobernyk and V. Tsehelnyk.

Kozlov and Zabuha were arrested, but not for long. Bail amounts were lowered for the "turncoats". The same story happened with suspects Artsyukh and Kobernyk. Former policeman Tsehelnyk, just after receiving suspicion, immediately decided to serve in the Armed Forces of Ukraine.

These criminal proceedings have been in the Pechersk District Court of Kyiv for almost six years, which still has not dared to schedule them for review. All the figures involved continue to hold their positions in law enforcement.

The material situation of all the figures improved markedly after the mentioned "search operations." Pavlo Kozlov, a prosecutor of the Pechersk prosecutor’s office, who falsified the case, which led to a search, became the owner of a Mitsubishi SUV and two apartments in Kyiv a week after the robbery. No arrest was ever imposed on the said property.

And what happened with the entrepreneur’s lost valuables, you ask? - Their equivalence of almost 4 million dollars was collected in favor of the victim from the state budget of Ukraine by a decision of the Economic Court of Kyiv dated 18.12.2018.

After this robbery, Oleksandr Kharlov bought a new Jaguar XF 2013 worth about 90 thousand USD. Then he headed the department of supervision in criminal proceedings in the prosecutor’s office of Kyiv.

From this position, he "authoritatively" stated to "Ukrainian Truth" that the first victims of the confrontation on Hrushhevsky Street are the work of the protesters themselves.

Kharlov not only exonerated the "turncoats" in the "Graff" case, he easily avoided lustration. After marriage, his declarations began to feature current funds and new cars, as if he were a cryptocurrency magnate.

In 2015, Kharlov purchased a Nissan Juke for 350,000 UAH for himself and a Toyota Camry for 205,000 UAH for his wife Kateryna, who worked at the Kyiv City Prosecutor’s Office. After the birth of two sons, she resigned and now runs her own legal business, essentially being the "fixer" for her husband’s business.

In his latest declaration, Kharlov also had to report a house in the village of Pukhivka, Brovarskyi district, purchased for his retired mother in 2016, with an area of over 131 square meters. The market value of the property exceeds 500 thousand USD.

At that time, he effortlessly renewed his car fleet for about 1.5 million UAH, acquiring a 2016 BMW X1 and a 2017 BMW 528 GT.

During Kharlov’s recent years in the prosecutor’s office, his mother, a pensioner, has turned out to be a real dollar millionaire. She owns three land plots in the suburbs of Kyiv, four apartments in the city center, including in the Central Park Residential Complex and the Elyseum Residential Complex, as well as a dozen parking spots acquired over the past three years.

The value of real estate alone registered to pensioner Halyna Kharlova exceeds 2 million USD. This includes up to 30 acres of land allotted to Kharlov back in 2007 for free, particularly in the elite village of Vyshenka, Boryspilskyi district.

Also, the pensioner Kharlova’s "personal" car park includes several elite SUVs, such as: LAND ROVER and RANGE ROVER, each worth over 100 thousand USD. Also, a 2016 VOLKSWAGEN MULTIVAN worth about 90 thousand USD. Clearly, "mother loves speed."

A BMW X6 2016, worth over 100 thousand USD, is registered to a nondescript Eduard Tomin, but is primarily used by the gifted Pechersk prosecutor.

The Kharlov family favors license plates with the "AA 00-21" combination, which are installed on the mentioned vehicles.

Kharlov’s reputation was hanging by a thread in 2017 when the Prosecutor’s Qualification and Disciplinary Commission held his subordinate A. Kokoshko accountable for disciplinary action. Miraculously, Kharlov managed to emerge unscathed.

Why was the QDCP interested in them? The reason is that Kharlov and his subordinate managed to skilfully "lose" materials regarding the physical evidence of criminal proceedings No. 12014100050006464 of 02.02.2014. This concerns a case in which investigators of the Obolon District Police Department of the National Police of Ukraine in Kyiv seized and recognized as physical evidence over 120 thousand USD in various currencies in cash.

Of course, this "physical evidence" was appropriated, and the proceedings were sent to the master of "losing" the case, Oleksandr Kharlov, in the Kyiv prosecutor’s office.

At the end of 2018, Kharlov allegedly defended his PhD dissertation at the private higher educational institution "European University" on the topic: "Investigation of Crimes in the Field of Professional Activities Related to Providing Public Services," and took an adaptation course for lawyers in February 2019. The dissertation is practically devoid of original content, heavily lifted from other scientific works, particularly Russian, presented as his academic experience.

However, this should be elaborated in a separate publication with a comprehensive textual analysis.
