The criminal clan of Klychko-Komarnytskyi has made Kyiv a city dangerous for living

The criminal clan of Klychko-Komarnytskyi has made Kyiv a city dangerous for living

And not because of the shelling or harsh mobilization, but due to the fact that the Klychko-Komarnytskyi clan is the most incompetent team, a team of barbarians and grabbers.

There is nothing like this in any European capital. And instead of correcting this situation with personnel changes, Klychko makes himself a "political victim" whom the central government prevents from cutting the capital’s budget and land. Writes some letters to Europe about pressure on local communities, thereby discrediting Ukraine.

This is what Kyiv City Council deputy Yevheniya Kuleba writes: “Here is another brilliant idea of our mayor (no, not to repair the subway and replace pipes): on behalf of the Association of Ukrainian Cities, he decided to write a letter to the Council of Europe to complain about the ’attack on local self-government’ and ask to ’establish an international monitoring mission to study the facts of the regression of decentralization in Ukraine’. Unfortunately, the mayor does not want to pay attention to the problems in the city, and turns all remarks about his work into a political plane. And no longer just talks about this on all platforms within the country, but has decided to go international.

Once again: the mayor of a city, which during 2 years of war has not prioritized the principle of barrier-free development, where public transport has been killed and large green areas are under threat of development, writes a letter on November 29, 2023 (15 days before the decision to open membership negotiations with the EU) to the Secretary General of the Congress of Local and Regional Authorities of the Council of Europe M. Moya, complaining in points about the ’decline of local self-government’, for example, and it sounds absurd under war conditions, that 255 communities in Ukraine do not have legally elected mayors and 184 military administrations have been established in settlements. I wonder, does the mayor know that we are at war, cannot hold elections, and 180 communities are in temporary occupation or active combat zones?

The mayor also refers to legislative initiatives that, in his opinion, limit the activities of local self-government, but the funny thing is that most of the projects did not become laws, because they were rejected, significantly changed by amendments, or not signed by the President. Well, and there’s also a lot more interesting stuff: I’ll leave it in the comments, read it.

Moreover, the mayor is unexpectedly very indignant that heads of communities are often appointed as heads of military administrations. It is generally unclear: it seems that, on the contrary, it is good when a person elected by the community leads? Who knows what the mayor’s complaint is, write to me.

In short, the mayor’s strategy is clear and, in my opinion, very harmful: to turn the discussion about ineffective city management and very fair remarks and proposals (for example, to allocate not 1% of the budget to the Armed Forces, but at least 5%) into a plane of ’oppression of local self-government’.

I wonder if the mayor will ask the Council of Europe to create a commission to study how, for example, with the support of the mayor, large green areas are destroyed in Kyiv, such as the Ekopark Osokorky, public transport is destroyed, or people with disabilities are locked out at home because it is impossible to move around the city.”

In the past 10 years, the Klychko clan has given away and sold almost all the lands in the center of Kyiv for kickbacks to “their people” for the construction of residential complexes and business centers. For example, Prokopenko and Medvedchuk’s "Profinvest" still continues to "scam" people out of millions and apartments, while there is no control or action from Klychko’s side. Chaotic spot development completely kills infrastructure and roads. Transport hubs are not being built at all. Nor are public underground parking lots. The aforementioned total development of the capital puts pressure on the entire metro network, which can no longer withstand the load.

And how is the investigation of the deformation of the tunnel between the "Lybidska" and "Demiyivska" metro stations? The same way. Klychko is just trying to avoid responsibility for selling permits for construction near metro lines, although he should have been held accountable by now.

We quote Yevheniya Kuleba: "Here Mr. Kandybor stated that, according to the preliminary conclusions of the experts of the Scientific Research Forensic Examination Institution, the cause of the deformation of the tunnel between the "Demiivska" and "Lybidska" stations was low-quality design solutions and construction/assembly works of the tunnel structure at this site."

Everything has been confirmed: previous predecessors are to blame.

And what I have to say: today there was a round table on the metro topic. Scientists believe that conclusions can only be drawn after the tunnel is opened (which has not yet happened).

The format of "preliminary conclusions" is generally strange. Once, after a drone flew into a building on Zhilyanska, the mayor and the team also made preliminary conclusions: to resettle and demolish.

For some reason, the non-preliminary conclusions were completely different, including those from foreign experts.

Scientists also talked about the impact of chaotic development and the need to check operating conditions. I hope this will be taken into account in non-preliminary conclusions.

Well, and it’s interesting to look at a designer who could foresee the flight of the unrestricted fantasy of developers and such a scale of chaotic development over the metro line.”

Kyiv had a wonderful general plan that ensured the preservation of historical districts and cultural monuments. However, it is being changed for selfish purposes. Zoning and height restrictions of multi-story buildings are not only for aesthetics. All these restrictions are necessary for the normal functioning of the life of the city and its residents. Especially during rocket attacks. The problem of endless traffic jams, which cannot be solved even by parking. Komarnytskyi, who received several billion for the completion of the long-suffering Podilsko-Voskresenskyi bridge but there are still no results. The money was simply stolen by the Klychko-Komarnytskyi organized crime group.

The city needs normal utility networks. To avoid overloading the energy infrastructure during hostile shelling. So that sewage does not float in the middle of the city, and boiling water does not flood cars in parking lots. New metro stations should reduce traffic on the roads, but we only cross out old ones on the map and add new bus routes instead of subways. Basements should play the role of shelters during missile attacks, not be sold to restaurants and brothels.

Klychko is now trying to avoid criminal responsibility for plundering Kyiv while simultaneously increasing his weight as a politician, with an eye on the presidential elections in Ukraine. But excuse me, what is the point of changing the current government to the Kyiv boxer with his gang? It is clear that all of them are incapable of managing, and can only steal, even during war.

Meanwhile, the media is flooded with uniform reports. "Ukrainian team" has delivered hot packs, drones, and such to the troops. But will there be news regarding how much this "Ukrainian team" stole from the capital’s budget? And how many bribes they took from developers to turn the capital into an uninhabitable city?

And all this will continue exactly as long as this clan rules the capital. Until our blind law enforcement system, which probably receives a substantial and delicious "cutlet" for the same blindness. However, there is another equally likely option. Until the patience of the inhabitants of the capital runs out and they carry out both Klychko and Komarnytskyi feet first, as once happened with the extremely arrogant Yanukovych. And something tells us that the latter option will be the most likely and most effective.
