In Kyiv, the SSU blocked another scheme for illegal travel of draft dodgers abroad

SBU officers in the capital blocked another scheme for illegal travel abroad. The organizers of the “business” established the evaders’ disability on fictitious grounds – the cost of the service was 6 thousand US dollars.

This was reported by the press service of the State Security Service of Ukraine in Kyiv and the Kyiv region. The perpetrators face up to 9 years in prison.

“Counterintelligence officers of the Security Service blocked another scheme for evading mobilization and illegal travel of potential conscripts abroad. As a result of complex measures, one of the organizers of illegal “traffic” was detained in Kyiv. For $6 thousand, the attackers offered conscripts to avoid conscription and flee abroad on the basis of fake documents about establishing disability on fictitious grounds,” the press service said.

As the Security Service clarified, according to available information, such a scheme has been in effect since 2022, and more than 30 evaders managed to take advantage of its “services.” It is documented that the dealers involved doctors of the Medical and Social Expert Commissions (MSEC) from different regions of Ukraine and officials of medical institutions at the national level in illegal activities.

One of the organizers of the deal was an active lawyer and directly “represented the interests” of evaders in healthcare institutions. The attackers issued false certificates to the “clients” in the inspection reports of the medical and social expert commission to establish the second disability group. After this, persons of military age could freely cross the state border of Ukraine.

“In addition, the attackers provided active servicemen of the Armed Forces of Ukraine with “services” for dismissal from service on the basis of decisions of the MSEC on disability. This made it possible to subsequently receive social payments provided for by law,” the SSU clarified.

During searches, law enforcement officers confiscated documents from participants in the scheme confirming the production of false conclusions about the establishment of disability. In addition, medical documents were found - the so-called personal files of “patients” who used the services of the criminals and were allegedly being treated in one of the medical institutions in Kyiv.

One of the organizers reported suspicions of illegally transporting persons across the state border of Ukraine.
