Ex-deputy head of Ukrtransbezpeka deprived of licence for drunken driving in Lviv region

In late April, the Halytskyi District Court of Lviv found Roman Loboda, former deputy head of the Ukrtransbezpeka department in Lviv region and co-owner of Stryi Market, guilty of driving under the influence of alcohol. He was punished with a fine of 17 thousand UAH and was deprived of his driver’s license for a year.

According to the case materials, on February 3, Roman Loboda was driving an Audi A6 while intoxicated. He was stopped after midnight on the street. Ivan Franko in the center of Lviv. Testing the state of intoxication using a Drager breathalyzer showed a result of 0.83 ppm. The state of intoxication was also confirmed by a narcologist during an examination at a medical institution.

At the court hearing, Roman Loboda denied the violation. He stated that he was taking blood pressure medication, so he acted like he was sick. At the same time, he did not specify what medications he took. He also explained that he behaved suspiciously at the medical facility because he was very cold and felt unwell.

Roman Loboda’s lawyer provided the court with an explanation that the Drager device had not been tested in accordance with the technical conditions at the time of the driver’s examination, so its results cannot be taken into account. The lawyer also stated that the driver’s hospital did not take biomaterials for laboratory tests.

After studying the case materials, Judge Iryna Volosko found Roman Loboda guilty of driving while intoxicated (Part 1 of Article 130 of the Code of Administrative Offenses). By a court decision, he was punished with a fine of 17 thousand UAH, and was also deprived of his driver’s license for a year.

67-year-old Roman Loboda is a co-owner of the Stryisky Market in the center of Lviv and a number of other companies. He was a co-founder of the well-known carrier “Mera and K” in Lviv, and remains one of the co-founders of the public formation “Society Development” and the association of road carriers “Zakhidavtotrans”. In 2016-2020, he served as deputy head of the Ukrtransbezopasnost department in the Lviv region. In the 2020 local elections, he ran for the Lviv Regional Council from the “For the Future” party, but did not get elected.
