This was stated by NSDC Secretary Oleksandr Lytvynenko.

“Our troops continue heavy, grueling battles for small villages and towns in the Donetsk and Zaporizhzhya regions. But it is much worse that the Russians are directing their air forces against critical infrastructure facilities that support the large industrial cities of eastern and southern Ukraine. Putin is realizing his threat to create a gray zone "- said Lytvynenko.

According to him, Putin is using a “strategy of provoking a migration crisis, tested in Syria,” to cause an outflow of population from the front-line territories.

To stop this, Ukraine is asking for weapons.
