Let’s do this: so that no one has any illusions about grain schemes, we need to immediately place the right accents in this story.

1. The objective role of customs in the export of “gray” and “black” grain is the role of the final formal executor.

Customs puts a stamp on the documents, without which the ship will not leave the port. It is a fact.
But neither the customs office in Odesa nor the CA in Kyiv make decisions about who we give a stamp to and who we don’t.

2. The decision on the departure of this or that vessel with gray grain is a political issue, therefore it is in the hands exclusively of the Odesa CAA and its leadership.

They are the ones who give customs instructions on certain cargoes and companies, based on the full power in the region. To what extent does Kyiv coordinate all this? I think that at some level it coordinates.

3. The role of the security forces in this story is important, but not key.
BES (Odesa) + control from Kyiv are involved in the process of controlling the output of illegal grain.

The local tax office also plays an important role. If other law enforcement officers take part, it is purely statistical, because the issue of exporting such grain is a political one. See point 2

4. Even large batches of large agricultural holdings contain a certain percentage of gray grain. Grain purchased for cash is mixed into the official batch. And everyone knows it.

5. The legislative chaos that resolves this whole schematosis has not yet been resolved, and therefore suits everyone. Customs only puts a stamp, the CAA gives secret orders, the tax office provides statistics and analytics on grain shipments and importing companies, and the BES controls the correct movement of grain and the money of the right guys.

So who is to blame for the export of gray grain?
And no one.
But who the fuck do you want?
Necessary.

So let’s clear customs! They put a stamp.)

When the BES comes to the CAA of Odesa, the tax office and its division in Odesa, then it will be a fight.
