SBI opened case against head of Lviv housing and maintenance department for illegal enrichment

SBI opened a criminal case on suspicion of illegal enrichment of the head of the apartment maintenance department (AMD) of Lviv, Colonel Anatoliy Nanivskyi.

Investigators consider him the organizer of a scheme to obtain bribes from contractors supplying goods to military units. The Lviv court has already arrested his probably illegally acquired property.

Colonel Anatoliy Nanivskyi, 52, has been the head of Lviv’s HMD since autumn 2022, and before that he was the deputy head of the institution. According to Nanivsky’s declaration for 2023, he received UAH 523,900 in salary and another UAH 256,800 in pension during his year as head of Lviv’s HMD.

His wife Ella Nanivska works at a Lviv school, where she earned UAH 207.3 thousand last year. His 23-year-old daughter Veronika Nanivska is studying at Lviv Medical University, where she received a UAH 115.3 thousand scholarship, and also works part-time at an emergency hospital, where she earned UAH 27.1 thousand last year.

SBI investigators believe that these incomes are not the only source of income for Nanivskyi’s family, and that he receives bribes from contractors for repairs and supplies for military units, and invests his unofficial income in real estate.

For example, according to the investigation, it was for bribes that the colonel’s daughter acquired the rights to a 100 m2 apartment in a new building on Lincoln Street in Lviv in 2022, which she registered her ownership last year. The Lychakiv District Court of Lviv has already seized Veronika Nanivska’s apartment.

The investigation also believes that Anatoliy Nanivskyi uses his close relative, military serviceman Roman Rudnytskyi, to register part of the property acquired with illegal income. In doing so, the colonel insures himself against his relative’s alleged dishonesty in a fanciful way.

For example, in June 2023, Nanivskyi’s daughter entered into a mortgage agreement with Rudnytskyi, allegedly lending him $100,000. The subject of the mortgage was a house in Bryukhovychi with an area of 178.1 m2 and a 0.1 hectare plot under it. If Rudnitsky fails to repay the debt, the house and the land will officially become the property of Veronika Nanivska.

In addition, this year Roman Rudnitskiy became the owner of a BMW X3. SBI investigators believe that Anatolii Nanivskyi bought this car for his daughter and only registered it in Rudnytskyi’s name.

At the end of May, the Lychakivskyi District Court of Lviv seized the car, as well as Rudnytskyi’s mortgaged house and land in Bryukhovychi.
