Fines for failure to appear at the TRC have increased in Ukraine
In Ukraine, there are strict fines for refusing an agenda or failing to appear for it at the TRC (territorial recruitment and social support center). During martial law, you will have to pay for such actions from 17,000 to 25,500 UAH. (instead of 510-850 UAH, as it was before).
Such liability for violation by conscripts, persons liable for military service, and reservists of military registration rules is provided for in Articles 210 and 210-1 of the Code of Ukraine on Administrative Offenses ( CUoAP ). And the increase in fines was provided for by bill No. 10379 , which already came into force on May 19, 2024.
It is assumed that fines during martial law are higher than during peacetime. Thus, the fine for violating military registration rules (Article 210 of the Code of Administrative Offenses) is set at the following levels:
- in peacetime – from 3400 to 5100 UAH;
- during a special period (including during martial law) - from 17,000 to 25,500 UAH.
The fine for violating the legislation on defense, mobilization preparation and mobilization (Article 210-1 of the Code of Administrative Offenses) is different for individuals and legal entities. For ordinary citizens:
- in peacetime – from 5100 to 8500 UAH;
- during a special period (including martial law) – from 17,000 to 25,500 UAH.
For legal entities and officials of government bodies, enterprises, institutions, and organizations, the fines are higher. Yes:
- in peacetime - from 17,000 to 34,000 UAH;
- during a special period (in particular, during martial law) - from 34,000 to 59,500 UAH.
In addition, it should be taken into account that the TRC can now issue fines under Art. 210 and art. 210-1 of the Code of Administrative Offenses without drawing up a protocol - make a decision on this. A fine can only be appealed in court.
Car mobilization: what’s wrong with the horror story about fines
Messages have gone viral on social networks, especially Telegram, that male car owners in Ukraine will allegedly be fined for outdated car data. However, it is not. Fines for late updating of vehicle data do exist, but only for business managers.
The legislation establishes that managers annually update data on their vehicles in territorial acquisition centers, otherwise they face fines from 34,000 to 59,500 UAH. Data must be updated twice a year - before June 20 and December 20.
These requirements apply to all enterprises, regardless of their size or form of ownership (but not to individual entrepreneurs. The following information must be updated:
- number of vehicles: complete information about all vehicles and special equipment on the balance sheet of the enterprise;
- technical condition: up-to-date information on the technical condition of each vehicle;
- Personnel: data on persons working on the specified vehicles.
