
The Kyiv Police have exposed an employee of one of the institutes of the National Academy of Medical Sciences (NAMS) of Ukraine, who was responsible for the tender procurement procedure. According to the criminal plan, he aimed to create artificial obstacles for other bidders to ensure the win of a specific "selected" company. For this, he was promised a kickback of 60 thousand hryvnias.
This was reported in a statement by the Kyiv police.
The pre-trial investigation found that a tender had been announced for the procurement of medical equipment and drugs by the medical institution. In connection with this, the suspects approached the person responsible for public procurements with a proposal to ensure victory for the selected contracting company.
"The win was planned through the creation of artificial obstacles for other bidders, even though the future ’winner’ offered the highest price for the goods – 3 million hryvnias. In the case of a positive resolution of the issue, the supplier promised a reward of 10% of the tender amount", the police release stated.
Law enforcement officers recorded the fact of the suspects transferring over 60 thousand hryvnias of "payback" to the official and arrested them according to Article 208 of the Criminal Procedure Code of Ukraine.
At the moment, investigators have informed the offenders of the suspicion under Part 3 Article 369 of the Criminal Code of Ukraine – proposal, promise, or provision of undue benefit to an official, committed by prior conspiracy by a group of persons. The sanction of this article provides for imprisonment for a term of up to eight years with or without confiscation of property.
