The Shevchenkivskyi District Court of Kyiv has instructed the State Bureau of Investigation to initiate a criminal case regarding potential corruption violations in the process of conducting tenders for website maintenance by the company "Finport Technologies Inc", owned by Zynoviy Kozytski, the father of the head of the Lviv Regional State Administration, Maksym Kozytskyi. 

This was reported in a blog on the Censor.net website by the head of the public union "Last Bastion" and former head of "Poltavanaftogazheology", Hennadiy Sikalov, according to UNIAN.

He noted that the Kozytskyis’ company has for many years been winning tenders by the General Prosecutor’s Office and the National Agency for Corruption Prevention for the creation of websites for these state institutions, with the vast majority of the bids being non-competitive or the company being the sole participant in the tender.

"We filed a criminal complaint and received a court ruling mandating the State Bureau of Investigation to initiate a criminal case regarding possible offenses by the owner of PJSC ’Finport Technologies Inc.’ Zynoviy Kozytskyi, the head of the Lviv Regional State Administration Maksym Kozytskyi, as well as unidentified officials of the prosecutor’s office and the NAPC, as stipulated in Articles 368 and 369 of the Criminal Code of Ukraine. The court ruling confirmed that the complaint contains sufficient information that may indicate the commission of a criminal offense," wrote Sikalov.

According to him, since 2019, "Finport Technologies" has effectively held a monopoly position, as starting from 2019 it has annually won tenders for the creation, and later the maintenance and expansion of the web portal for the General Prosecutor’s Office and regional prosecutor’s offices. 

"The vast majority of the tenders were held non-competitively, or the company was the sole participant in the tender. The cost of services increased annually by 20-30%. A telling detail that characterizes the ’state’ approach: by the end of 2023, ’Finport’ had main assets worth 45,000 UAH on its balance sheet, equivalent to two cheap laptops. Meanwhile, in total, Finport received over 61 million UAH from state tenders," the post states. 

Furthermore, according to Hennadiy Sikalov, a number of criminal cases, over which the prosecution authorities exercised oversight, that were opened against the Kozytskyis’ companies did not reach a logical conclusion might indicate a corrupt collusion. 

"Well, tell me, how can the NAPC or the prosecutor’s office investigate the activities of such ’good’ people, without whom they are as if without (electronic) hands? Of course, not. Moreover, it somehow happened that cases against the Kozytskyis’ companies, over which the prosecutor’s office exercises procedural oversight, happen to fall apart," the blogger stated, listing a number of relevant criminal cases.
