For businesses seeking to obtain critically important status to reserve employees, a minimum salary level of 19,000-20,000 UAH per month will be established. The criteria for granting this status will be agreed upon with the Ministry of Defence and the Ministry of Economy to prevent manipulation and abuse.

This is reported by the media with reference to government sources. Currently, salaries at such enterprises should exceed the average level in the region, but this rule is often violated, resulting in companies that do not actually provide a corresponding level of income to employees receiving the status.

Therefore, the possibility of increasing the minimum salary for such enterprises to a nationwide level of 19,000-20,000 UAH per month is being considered. To date, each region and sectoral ministry independently determines the criteria for enterprise criticality.

However, practice has shown that in some regions, such as Kyiv, Lviv, Odesa, Sumy, and Khmelnytskyi, there are violations and unjustified decisions regarding granting critical status. In connection with this, the government plans to mandate that authorities coordinate criteria with the Ministry of Defence and the Ministry of Economy to avoid manipulation and align the needs for personnel support with national defense.

According to data from the government, enterprises that have obtained critically important status after June 2024 will be subject to thorough inspection. Specifically, state bodies will investigate whether companies have lowered the average salary level after obtaining status to save on the payroll fund. Such manipulations are equated to cheating the state and may lead to revocation of the company’s critically important enterprise status. This also applies to situations where companies significantly increase the number of employees without economic justification, trying to secure protection from mobilization for a larger number of people.

According to sources in the Cabinet of Ministers, the inspections will reveal companies that abuse the right to protection from mobilization. If manipulations are discovered during the inspection, these enterprises may lose their critically important status. This measure ensures a fair system where only those companies that are truly critical to the functioning of the state, economy, and defense receive the right to reserve employees from mobilization.
