An official of the executive service was detained for accepting bribes in exchange for promising to close an enforcement proceeding and remove a long-haul truck driver from the debtor’s register, allowing him to freely travel abroad.
Investigators from the Chernihiv Regional Police, with the support of the Security Service of Ukraine and under the procedural guidance of the Chernihiv Regional Prosecutor’s Office, documented the criminal activities of a 33-year-old official of the executive service.
The investigation established that the suspect systematically demanded bribes for "assisting" in the closure of enforcement proceedings. In particular, the perpetrator conducted proceedings against a man who was in debt and listed in the debtor’s register. This man informed the official that he worked as a truck driver performing international transportation, so he needed unrestricted travel outside Ukraine. Upon receiving this information, the official began systematically demanding bribes from the truck driver. In return for the bribe, the official promised to close the proceeding and remove the man from the debtor’s register, enabling him to travel abroad without hindrance.
In his illegal activities, the state executor demanded money for free travel outside Ukraine with the temporary lifting of restrictions in the enforcement proceeding.
On November 5, the police detained the official in accordance with Article 208 of the Criminal Procedure Code while he was receiving another undue benefit in the amount of 18,000 hryvnias.
A police investigator, under the procedural guidance of the Chernihiv Regional Prosecutor’s Office, informed the perpetrator of the suspicion under Part 3 of Article 368 of the Criminal Code of Ukraine (acceptance of an undue benefit by an official holding a responsible position), which provides for punishment in the form of imprisonment for a term from five to ten years, with deprivation of the right to hold certain positions or engage in certain activities for up to three years, with confiscation of property.
