The money is being diverted to the UAE, where business is being built. Medvedchuk’s assets are being transformed into Stolar’s assets, instead of being confiscated and sold at auctions for the benefit of the state budget.

Last week, the Kyiv District Court made quite an unexpected decision. Not in terms of fairness, but because of the involved figures, notes the publication Censor.NET. The court refused to side with the “Restin” company, which has the shadows of Viktor Medvedchuk and Vadym Stolar behind it, and did not force the Ministry of Culture to give permission for construction in the historical zone of the Museum of Outstanding Ukrainians.

Until now, or rather for 10 years, this company has been quite successfully resolving its issues through courts regarding the plot near the museum.

Against the background of the last few months when members of the Stolar-Isayenko “Revival” group, Artem Dmytruk and Yevhen Shevchenko, became involved in criminal proceedings, and the group itself did not vote for the budget, although it is usually a donor of votes for the ruling party, one might think that a black cat has once again run between the tacit leader of the group and the authorities.

However, even a superficial glance at the case suggests otherwise.

On November 19, during the budget adoption, Vadym Stolar’s group did not vote. Some Facebook writers even linked this to the arrest of deputy Yevhen Shevchenko the week before. Shevchenko was generally elected as a majoritarian in Zaporizhzhya but after leaving the “servants,” he was quartered in Stolar’s group and even attended his charity events.

Yet the reason turned out to be much more prosaic and much closer to Vadym Stolar’s core interests.

It was announced from the parliamentary platform by Valeriy Ihnatenko, a member of the group. In fact, Stolar’s associates did not like that the government laid only 1 billion hryvnias for the recovery program and another 3 for property damage compensation in the 2025 budget.

"We called for allocating almost 10 billion hryvnias for the recovery program. Even in the first year of the war, over 10 billion was allocated. Now the government has laid less than half - just 1 billion for compensation and 3 for destroyed housing," the deputy noted stated.

As of January 2024, in Ukraine, there were more than 27,000 apartment buildings affected or destroyed due to Russian aggression. State programs allow compensation for damaged housing; or for completely destroyed housing -a housing certificate (to purchase new accommodation) or money for construction (for private houses only).

It’s evident that large developers are interested in participating. For Stolar, one of the biggest players in the market (and once even had the status of “supervisor” for construction in Kyiv), 3 billion is entirely inadequate.

The amendment to allocate 10 billion for the recovery program was introduced by the head of the “Servant of the People” party, one of the authors of the controversial construction law 5655, which, fortunately, was not signed by the president.

However, since the amendment was not considered, the Stolar group did not give their votes. In full composition. Despite participating in other votes.

"They knew there would be enough votes, so they decided to play in opposition," a source in "Servant of the People" told Censor.NET.

On the same day, the group members, though not in significant numbers, gave votes in other ballots.

Overall, majority deputies did not describe relationships with the group as conflictual, despite criminal proceedings against Artem Dmytruk and Yevhen Shevchenko.

Also, other stories indicate that despite SSU searches at the beginning of 2023 (when sources in law enforcement stated that Stolar’s commercial structures were involved in illegal money laundering schemes in the interests of former deputies Viktor Medvedchuk and Taras Kozak), there is no conflict between the deputy and the authorities now.

A few weeks ago, another series of investigations by Maksym Opanasenko from Bihus.Info came out about how former Viktor Medvedchuk’s assets ended up in the hands of Stolar’s people instead of being confiscated in favor of the state.

In July 2022, the court imposed an arrest on three companies associated with Medvedchuk and his wife: "Akadem-Club," "Orest," and "Osokorky-7." The main asset of these firms is long-term leases on 50 hectares on the Dnipro River shore at Osokorky.

However, in fact, the arrest did not occur as prosecutors "forgot" to record the court decision with the state registrar, so these firms were not listed in the arrested register.

Instead, throughout 2023, all three firms repeatedly changed their ownership structure.

Before the arrest, ownership in all three firms belonged to companies associated with Taras Kozak and Medvedchuk, as well as structures linked with deputy Stolar and an obscure businessman Valeriy Mishchenko (journalists previously mentioned him in stories about the company “Ukrbud”).

Initially, construction assets moved into the hands of Stolar’s people, including a person listed in special apps as his driver (Oleksandr Bilyavskyi), then two new owners appeared — Petros Togramadjyan from Bulgaria with a criminal past and Vadym Ivanov from Riga.

But this year the situation changed again. After the next segment of journalists’ investigations on July 19, the Pechersk District Court of Kyiv satisfied the prosecutor’s motion to impose an arrest and transfer the asset under the management of ARMA.

However, Stolar’s people again began challenging the ownership rights. An affiliated Cyprus company transferred its share to Stanislav Laher, while the company itself went to the Economic Court to demand the transfer of the share they once bought for Oleksandr Bilyavskyi.

While the court is ongoing and state representatives forgot to visit the state registrar to record the court decision, the company is already building a residential complex on the bank of the Dnipro river.

Not counting Medvedchuk’s assets, Stolar is a co-owner of at least four development companies operating in Kyiv’s primary real estate market: ENSO, BudCapital, IB Alliance, and bUd development.

At the start of the war, many predicted a decline for Stolar’s companies as it was unclear whether anyone could afford or build new housing under fire.

Yet journalistic investigations demonstrated, instead, the deputy successfully expands his business in the UAE. To be precise, a business formally registered under his former wife’s name.

Inna Maystruk became the owner of as many as six new companies in the United Arab Emirates in 2022. Two of them, with names identical to a Ukrainian construction company, are ENSO. ENSO INVESTMENT L.L.C. and ENSO DEVELOPMENT L.L.C. were registered in Dubai in May-June 2022.

Moreover, according to the 2022 declaration, Stolar and his family hold over three million dollars in a bank on the island of Dominica, over two million euros in Austria’s Oberbank, and 700,000 dollars in banks in Dubai.

Stolar divorced Maystruk in fall 2023. He publicly announced this, which politicians rarely do. However, afterwards, the deputy was seen with his former wife, including when they crossed a border in one car.

Thus, it is possible that the divorce was needed only formally. Along with Maystruk, a significant amount of property disappeared from Stolar’s declaration - a house in Kozyn covering 2062.8 square meters, located on three land plots totaling 0.6 ha, plus three more land plots of 0.4 ha in Kozyn, a 103 square meters house, two land plots in Kyiv, and two cars, a Mercedes-Benz and Toyota Land Cruiser.

Also, tables set for 24 from Hermes, two sets of silverware, a collection of 30 Hermes bags, six Chanel bags, five fur coats, including furs from Fendi, Valentino, and Nijole, a collection of SAINT-LAURENT dresses of 10 pieces, BALMAIN dresses of 8 pieces, other dresses and coats from world designers, five ROLEX watches, VACHERON CONSTANTIN, HARRY WINSTON, DEWITT watches, furniture sets, and a long list of jewelry have disappeared from the declaration.

But that’s not the main thing: corporate rights and beneficial ownership - 89% of LLC "Construction of Educational Institutions," 100% "CLOSED NON-DIVERSIFIED VENTURE CORPORATE INVESTMENT FUND "STREAM INVESTMENT", 25% "CLOSED NON-DIVERSIFIED VENTURE CORPORATE INVESTMENT FUND "Aurora". Also, the woman was the beneficial owner of "Parus Holding", Avalon consulting, Smart advising FZ, UAE 21 Businessmen.

Censor.NET sources say everything is great with Stolar now - he lives in “5 days in UAE, a couple of days solving problems in Ukraine” mode. Most legal money has been transferred there.

According to the publication, Stolar has only worked 192 days in total over the past three years. Unfortunately, the Verkhovna Rada apparatus declined to provide official confirmation of this.

However, despite the fact that the OPFL Congress deprived Stolar of the mandate back in spring 2022, the parliament never voted on this issue.

And mentions of deteriorating relationships with the authorities have not resurfaced.
