Chairman of the supervisory board of "Centrenergo" Hota is disrupting the heating season in Ukraine

Chairman of the Supervisory Board of PJSC "Centrenergo" Andriy Hota, appointed in the summer of 2023, along with the company’s director, Yevheniy Harkavyi, are hindering the heating season in Ukraine and endangering the restoration of thermal power plants.

This was reported to the media by an official from the Ministry of Energy on condition of anonymity.

It all started when Hota and Harkavyi "dismissed" members of the board whom they considered inconvenient and who refused to follow their illegal instructions, effectively halting the company’s operations. The board decides all key issues of the company’s activities. However, Hota and Harkavyi rendered the executive body illegitimate.

It is known that the thermal power plants belonging to the company suffered massive shelling by Russian forces and were completely destroyed. The state allocated 1.5 billion UAH of budget funds for the restoration of these facilities. And everything would be fine, but Andriy Hota decided to "profit" from it.

Hota, together with Harkavyi, developed a corrupt scheme where each contractor entering the company was required to make contributions in the form of "kickbacks" to persons controlled by Hota, amounting to 20-30% of the contract sum.

The officials of the contractors capable of carrying out emergency repair work refuse Hota’s demands, and the repair work is not conducted. As a result, the projected amount of unused budget funds allocated to the company is 900 million UAH.

How to get through OHS 2024/25?

It seems that neither the Chairman of the Supervisory Board of PJSC "Centrenergo" Andriy Hota nor the General Director Yevheniy Harkavyi are concerned about this issue. The declared units at the destroyed thermal power plants have not been restored, emergency repair works have not been carried out, and budget funds have not been utilized.

What are Andriy Hota and Yevheniy Harkavyi doing now? According to our sources in the Ministry of Energy, Hota appears at the company to resolve production issues no more than once a week!

It seems that Andriy Hota is more concerned with his personal affairs and the activities of firms registered to his ex-wife and close relatives. Hota is a frequent guest at loud parties in capital’s restaurants and suburban complexes.

General Director Yevheniy Harkavyi, in such challenging times for the country, organizes week-long overseas business trips with the company’s funds. And he doesn’t go alone, but together with his lover Olena Kursenko, who, by the way, works at the company as the head of the external communications department with a salary of over 100 thousand UAH.

Protection is necessary

In November, independent member of the Supervisory Board of "Centrenergo" Volodymyr Velychko appealed to the State Audit Service and other regulatory bodies demanding to check the conditions of contract conclusion by the power plant management and the quality of the works performed on the construction of the mentioned facilities in the future.

PJSC "Centrenergo" ordered engineering facilities for Zmiivska and Trypilska TPPs for a total amount of 520 million UAH. Zmiivska TPP in Kharkiv region ordered the reconstruction of VRP-330 with the implementation of the second level of the engineering protection system of autotransformers AT-A, AT-B costing 263 million UAH, while Trypilska TPP in Kyiv region ordered the reconstruction of VRP-330/110 with the implementation of the second level of engineering protection of 330/110/10 kV autotransformers costing 257 million UAH. These contracts also include design, and the projects’ implementation term is until the end of the current year. Additionally, it is known that the autotransformers of Trypilska TPP provide the transformation of electricity generated by the TPP from 330 kV to 110 kV and feed it into the Kyivoblenergo grid. Consumers in Kyiv, partially Cherkasy region, and the city of Kyiv are powered by the existing AT 125 MVA TrTPS.

Volodymyr Velychko stated that the cost of construction works for protective structures for 4 transformers indeed amounts to approximately 520 million UAH. The loss of these transformers due to enemy attacks could cost much more.
