The enemy continues the forced passportization of the population in the occupied territories, - NRC

Since the beginning of the full-scale invasion, the Russian occupation authorities have been actively conducting forced passportization in the temporarily occupied territories of Ukraine.

This is reported by the National Resistance Center.

The occupiers call this process "taking care of the local population," but in reality, it is a criminal method of control, intimidation, and forced subjugation of citizens.

According to the Geneva Conventions, the forced imposition of citizenship is a serious violation of international humanitarian law. However, the occupation authorities ignore these norms, using blackmail, discrimination, and restriction of fundamental rights. People who refuse to receive a Russian passport are deprived of access to medical services, social benefits, and the right to movable and immovable property.

It is noted that the occupiers especially actively impose Russian citizenship on the youth, aiming to destroy the national identity of future generations. Through passportization, they gain access to citizens’ personal data to enhance control and suppress resistance.

Main objectives of passportization:

  • Legitimizing the occupation by presenting residents of the temporarily occupied territories as "citizens of the Russian Federation."
  • Obtaining personal data to suppress resistance.
  • Destroying Ukrainian identity and usurping power.

Despite the criminal actions of the occupiers, Ukraine, together with international partners, is actively documenting human rights violations in the temporarily occupied territories. All those involved in the forced passportization and other crimes will be held accountable.
