The battle for the capital’s lands has long surpassed all reasonable limits, but the liquidation of the Kyiv Regional Center for Rehabilitation Medicine is simply shocking. However, for those who know that this decision was backed by the head of the Kyiv Regional Council, Yaroslav Dobryanskyi, the situation does not seem surprising.
The Kyiv Regional Center for Rehabilitation Medicine occupies an area of 5.5 hectares in Syretskyi Hay. This is the reason for its liquidation, although the decision of the Kyiv Regional Council, which owns it, cites unprofitability and ineffectiveness. In order to push this decision through the session, the stars had to align in such a way that the "servants of the people" would dismiss their own faction member Nataliya Hunko, who chaired the Kyiv Regional Council, and replace her with Yaroslav Dobryanskyi. As stated by the "Servant of the People" faction, the wife of the infamous MP Hunko "did not justify the trust". True, it was not specified whose trust she failed. No faction had enough votes to elect a new chairperson, so Yaroslav Dobryanskyi from "For the Future," who was Nataliya Hunko’s deputy, assumed the duties of the head of the Kyiv Regional Council.
It is unknown if he will lose the "acting" part, but it does not prevent Dobryanskyi from pushing necessary decisions through the session. One such decision is the liquidation of the Kyiv Regional Center for Rehabilitation Medicine by merging it with Kyiv Regional Hospital No. 2.
What’s Dubinskyi’s role here?
To understand the role of the notorious "Servant of the People" Oleksandr Dubinskyi, who became famous for being personally sanctioned by the US immediately after being elected as an MP and soon faced allegations of treason, we need to delve into the history of the hospital’s liquidation.
In 2023, taking advantage that the director of Kyiv Regional Hospital No. 2, Ihor Kuchma, was on sick leave, the hospital declared Mariya Kyselyova, aide to MP Oleksandr Dubinskyi and deputy of the Kyiv Regional Council from the "Servant of the People" party, as its head. She got there thanks to Dubinskyi.
However, the story sparked a scandal, and the "trick didn’t work.” The story seemed to die down, but later in 2023, changes in the Kyiv Regional Council made Yaroslav Dobryanskyi the acting head instead of Nataliya Hunko. Her own party colleagues ousted her, but not because she "did not justify the trust," but for openly playing in her husband Anatoliy Hunko’s business interest. At least, that’s what Kyiv regional council deputies say in private conversations.
The replaced "Servant of the People" faction predictably failed to appoint their candidate as council head. Consequently, Yaroslav Dobryanskyi assumed the acting duties, who reportedly had shared interests with Oleksandr Dubinskyi. Dubinskyi’s detainment in the pre-trial detention center for treason did not hinder him from influencing some "servants" in the Kyiv regional council.

The regional council also claims that Ihor Kuchma was Anatoliy Hunko’s nominee and got to his position in 2021 thanks to him. Whether Yaroslav Dobryanskyi, who eventually signed the order for the rehabilitation center’s liquidation, is connected with Dubinskyi? Probably not. If he is, it’s indirect. Dubinskyi’s protégée, Mariya Kyselyova, did not keep her director position at the rehabilitation center long, for which the war was waged. However, Yaroslav Dobryanskyi did engage in this struggle. He seemingly plays on his own side, although most of the regional council clearly supports him, evidenced by decisions to liquidate the Kyiv Regional Center for Rehabilitation Medicine by merging it with Kyiv Regional Hospital No. 2, approved by deputies. This happened on October 10, 2024.
The fact that Dubinskyi failed to seize control over the rehabilitation center is confirmed by the liquidation commission’s composition, which lacks Mariya Kyselyova’s name, and his resentful post on social media, which he posted last year (incidentally, while in the detention center).
It seems Yaroslav Dobryanskyi seized control over the rehabilitation center and, at the same time, the regional hospital No. 2, which the center is joining. It’s unlikely he could carry out this plan independently, especially considering that the "SP" faction, as Dubinskyi writes, ignored direct instructions from the Presidential Office.
But over Kuleba, who (according to Dubinsky) instructed the "servants" faction in the Kyiv regional council, stands Andriy Yermak. Yaroslav Dobryanskyi shares something with Yermak. Dobryanskyi’s business is registered under his wife, Tetyana Dobryanska. Until 2016, Tetyana Dobryanska co-owned “Unilex Group” LLC with Mykola Shchyruk. Shchyruk, a former police officer and advisor to the head of OP Andriy Yermak, was also a lawyer.
Did this connection help Yaroslav Dobryanskyi gain control over the now united Kyiv Regional Hospital No. 2, which is merging with the rehabilitation center around which the war flared over a year ago? It’s unknown, but the outcome is evident—Yaroslav Dobryanskyi now steers the process.
Why does Dobryanskyi need the rehabilitation center
In essence, this is about 5.5 hectares of land in Syrets Park, where the rehabilitation center is located. During the reorganization process, the lease agreements on this land are voided and need renegotiation. There is no certainty they will be renewed with the successor to the Kyiv Regional Center for Rehabilitation Medicine—Kyiv Regional Hospital No. 2.
As veteran Oleh Symoroz claims (the same one whose ward was stormed by Olena Shulyak, the chief "servant," right after his double leg amputation, creating a scandal there), the plan is "to build another block on the swimming pool-fountain’s site, but the massive green zone around the hospital will be handed over for commercial redevelopment."
So, the reason for this entire story is simple—raider seizure of five and a half hectares of prime metropolitan land in a protected zone. The future of the Kyiv Regional Center for Rehabilitation Medicine is unknown, as the story awaits its continuation— the scandal must die down and land re-registration must quietly proceed. For now, we’ll wait, but soldiers receiving treatment at the center at its liquidation time were already left out in the cold. According to Oleh Symoroz, 50 severely wounded soldiers were treated in October at the center, "suggested to find other rehabilitation centers."
A little more about Dobryanskyi
Yaroslav Dobryanskyi’s biography includes heading several districts as state administration head: 2007—head of Zghuriv DSA; 2008—Kyiv-Sviatoshynsk; 2010—Makariv; 2011—Boryspil District State Administration. The last was embroiled in a significant scandal involving the transfer of land into private ownership: unemployed individuals and students received land plots through free privatization, with relevant orders signed by DSA head Yaroslav Dobryanskyi. Post-privatization, the land was reassigned to desired individuals. However, this scheme had no consequences for Dobryanskyi.
Another scandal erupted in 2017 when the Kyiv Prosecutor’s Office declared suspicion against Dobryanskyi for "abuse of office causing severe consequences." As it turns out, while heading Kyiv-Sviatoshynsk DSA, Dobryanskyi signed 21 orders allowing land management project development for private individuals, totaling 12 ha. The land he transferred into private hands belonged to the state Boyarska Forestry Experimental Station. However, instead of a six-year sentence, Dobryanskyi got away with a scare—the case predictably fell apart.
As for his political tenure, Yaroslav Dobryanskyi began as a devoted "regional"—in 2010, he became a Kyiv Regional Council deputy from the PR. In 2015 he returned via "Our Land," and in 2019 through Ihor Kolomoiskyi’s "For the Future" project. Dobryanskyi also indirectly linked with Viktor Medvedchuk: from 2016-2019, he was the deputy director of "Interstudy" LLC. This company, founded in the early 2000s by the rector of Sumy National Agrarian University Oleksandr Tsarenko, a former MP from Viktor Medvedchuk’s SDPU(o) while Medvedchuk headed Kuchma’s Presidential Administration, engaged in collecting "charitable contributions" from students.
Currently, Yaroslav Dobryanskyi owns, through his wife Tetyana Dobryanska, "Metiz Brovary" LLC and "Finexpert" LLC. The latter claims "Real estate construction organization for sale or lease" as its main activity, although unrecognized within the real estate market. It could be speculated that the rehabilitation center was seized for this project, though it’s unlikely Dobryanskyi would use a directly associated firm for Syrets Park’s development. All the more so, "Finexpert" LLC, according to official reports, is inactive.
"Metiz Brovary" LLC, also not highly profitable, barely reaches a one million hryvnia turnover over the last two years.
Still, this doesn’t stop Yaroslav Dobryanskyi from declaring a decent real estate collection. His wife claims a 500-square-meter house in Petropavlivska Borshchahivka, acquired precisely when her husband headed the Kyiv-Sviatoshynsk DSA. Petropavlivska Borshchahivka fell under his jurisdiction, though purely coincidental. Here, Tetyana Dobryanska also owns a 2019 gifted apartment.
Yaroslav Dobryanskyi’s parents also fare well: in 2019, Viktor Dobryanskyi bought land in the same Petropavlivska Borshchahivka, building a 215-meter house there. By pure coincidence, he settled next to his daughter-in-law, Tetyana Dobryanska. In 2021, Viktor bought an apartment there, as did Yaroslav’s mother, Valentyna. His daughter Anastasiya, a student, followed suit, buying an apartment in Petropavlivska Borshchahivka. In 2022, Anastasiya purchased another apartment— this time in the "New England" residential complex.
In 2022, Tetyana Dobryanska bought a RANGE ROVER VELAR for 1,540,000 UAH, and Yaroslav himself got a VOLKSWAGEN TOUAREG for 900,000 UAH. Considering Yaroslav Dobryanskyi’s earnings were 1,042,791 UAH during this period, everything adds up. However, it’s unclear how his wife afforded her car: Tetyana earned 70,353 UAH, received 9,938 UAH in child aid, and a kind hearted Olena Oleksyuk gifted her 432,000 UAH in cash.
Yet, these declaration details of the acting head of the Kyiv Regional Council didn’t interest anti-corruption bodies. Nor does the story of the raider seizure of the Kyiv Regional Center for Rehabilitation Medicine intrigue anyone.
