
In 2024, 495.09 thousand deaths were registered in Ukraine, which was 2.8 times higher than the number of registered births, which amounted to 176.78 thousand, according to a report by the Ministry of Justice on state registration of civil status acts.
Compared to 2023, the number of births decreased by 10.71 thousand, or 5.7%, while the number of deaths decreased by only 0.2%, or 1.15 thousand.
Meanwhile, according to the Ministry of Justice data, in the second half of 2025, the indicators slightly improved: the number of registered births compared to the first half increased by 1.6% — to 89.02 thousand, while the number of deaths decreased by 2.7% — to 244.12 thousand.
Regarding the ratio of the number of registered deaths to the number of births by region, Kherson and Donetsk regions were the worst — 11 and 8.5 times, respectively. Significantly worse than average indicators are observed in Zaporizhia and Sumy — 4.7, Kharkiv — 4.5, and Chernihiv regions — 4.4 times.
According to the Ministry of Justice data, the best indicators are observed in Rivne region — 1.6 times, Zakarpattia and Volyn regions — 1.7 times, in Kyiv — 1.8 times, Chernivtsi — 1.9, and Lviv regions — two times.
As reported, on September 30, the Cabinet of Ministers approved the Strategy for the Demographic Development of Ukraine for the period until 2040 and agreed on a plan of measures for its implementation in 2024-2027. According to the document, the population of Ukraine, according to the Institute of Demography and Social Studies of the National Academy of Sciences, may decrease to 28.9 million by 2041, and to 25.2 million by 2051.
According to the State Statistics Service, the population of Ukraine at the time of the All-Ukrainian Population Census in 2001 was 48.5 million, and according to the Institute of Demography and Social Studies named after M. Ptukha of the National Academy of Sciences, as of January 1, 2022, the population of Ukraine was 42 million, as of July 2024 — 35.8 million (in controlled territories — 31.1 million).
