At the beginning of February, the National Anti-Corruption Bureau and the Specialized Anti-Corruption Prosecutor’s Office conducted an operation called "Clean City" to uncover corruption in Kyiv’s land sector. A criminal organization was exposed, led by a former Kyiv City Council deputy, the so-called "watcher" for Kyiv, Denys Komarnytskyi.

Among the suspects are also the deputy head of the KCSA Petro Olenych, the head of the land issues commission Mykhailo Terentyev, and commission member Olena Marchenko. Komarnytskyi has been declared wanted, and Olenich has been taken into custody. Detectives carried out a number of searches, including in the offices of some developers. However, "Stolitsa Group" of Vladyslava Molchanova for some reason was not among them, although her long-standing corrupt connection with Komarnytskyi can be easily proven with a series of documents.

Komarnytskyi’s name, who was a Kyiv City Council deputy from the bloc of the "cosmic" mayor Leonid Chernovetskyi, began to actively appear in the press with the rise to power of the "Servants of the People." Initially, he was associated with the deputy and former restaurateur Mykola Tyshchenko, and later Komarnytskyi became a so-called "decision-maker" for almost all major developers in the capital, using his influence over the Kyiv government.

Currently, the investigation has established that the organization participants led by Komarnytskyi allegedly found promising land plots and registered ownership rights to structures that did not exist on these plots under affiliated persons. Subsequently, they submitted applications to the Kyiv City Council for ownership rights to these plots for building service. Later, deputies and KSCA officials ensured the adoption of "correct" decisions, receiving money and real estate for this.

"As a result of the criminal organization’s activities over the years 2023-2024, land in the city center worth 11.6 million UAH was illegally withdrawn from Kyiv’s territorial community property, causing damage in this amount. However, thanks to timely actions by law enforcement agencies, it was possible to prevent the seizure of six more land plots in the capital with a total value of 83.7 million UAH... The investigation also recorded an attempt to raider a business and transfer a bribe of 100,000 dollars to a Kyiv City Council deputy for assisting the criminal organization," reads the statement from the SAPO.

In 2020, searches were already conducted in the offices of Denys Komarnytskyi, and part of the information seized by law enforcement initially reached deputy Geo Leros, and later journalists. It was revealed then that through Komarnytskyi, questions of obtaining land plots were resolved, including for the developer Vladyslava Molchanova.

Journalists from "ANTIKOR" reviewed the list of so-called "own" companies marked in the document from Komarnytskyi’s notebook and found that his connection with Molchanova continues to this day.

The list contains a total of 38 firms with objects, contracts, and "our" and "not our" managers. At least five of them illustrate close cooperation between the leader of "Stolitsa Group" Vladyslava Molchanova and Denys Komarnytskyi, who is currently wanted.

The most obvious cooperation is through LLC "Interproekt," which in the document is assigned to the object "Warsaw Quarter." This residential complex is one of Vladyslava Molchanova’s most famous projects, with court cases still ongoing, particularly due to the appropriation of land from the state enterprise agrocombinate "Pushcha-Vodytsya." 

LLC "Interproekt" was established back in 2002. In 2012, a company affiliated with Vladyslava Molchanova first appeared among the founders. This refers to Nosimo Holdings Limited, registered in Cyprus. According to registries, this is the previous name of the firm, which is a Cypriot branch of "Stolitsa Group."

In March 2016, another Cypriot company, Elakol Developments Limited, appeared among the founders of LLC "Interproekt." This firm is managed by Yekaterina Torala, who at the same time is the director of S.G. Stolitsa Group Limited (Cyprus).

A few months later, Vladyslava Molchanova and her Lithuanian business partner Ričardas Numinas appear among the founders of LLC "Interproekt." At the end of 2016, the firm was rewritten to the Cypriot offshore company Sanulis Industries LTD. As it is easy to guess, this is another company related to Molchanova, although here her partner is the former head of "Kyivmiskbud" Ihor Kushnir.

The secretary of Sanulis Industries LTD is mentioned as the firm CSP Fiduciary Service Limited.

According to the Cypriot registries, the latter is among the leadership of the firm Koksi Holding LTD, whose director is Kushnir’s wife, Oksana. Villa Kushnir on the French Riviera was registered to Koksi Holding LTD.

In 2019, Denys Komarnytskyi’s "own" company list includes a new owner of LLC "Interproekt," the sister of Molchanova’s civil husband, Yana Nestor, and Valeriy Melnyk. According to the telegram channel "Joker," Melnyk is Komarnytskyi’s likely driver.

As of November 2024, the Cypriot firm related to Molchanova, Sanulis Industries LTD, remains one of the founders of LLC "Interproekt." At the same time, Ukrainian registries began affiliating the company with Stepan Chernovetskyi’s group, with whom Komarnytskyi is closely connected.

Another participant in LLC "Interproekt" is Dmytro Bondar, who revealed a connection with other firms listed in Komarnytskyi’s list.

Among them are LLC "UKRIN-BUD" and LLC "GOLDSEAND." Both are now, according to registries, linked with the Chernovetskyi group, but in one of the understandings disclosed from Komarnytskyi’s notebook, "GOLDSEAND" was initially directly connected with Vladyslava Molchanova, specifically relating to the development of the "Kommash" site on Vasylkivska Street in Kyiv’s Golosiivsky District.

Returning to Komarnytskyi’s probable driver, Valeriy Melnyk, let’s note that at least two more firms can point to a connection with Molchanova. These are LLC "SoffiTrade" and LLC "AktivBudGroup." The development project for the latter is recorded at the address Zarychna, 12/Central (see photo1). This site is located next to the residential complex "Zarichna," built by the company BUD Development.

In 2023, Member of Parliament Geo Leros reported that BUD Development is related to developers Vadym Stolar, Vladyslava Molchanova, and Yuriy Horovyi. At that time, the mentioned persons allegedly transferred ownership stakes to former business partner of the President’s Office head Andriy Yermak – Artem Kolyubayev. "Antikor" has already written that Kolyubaiev is connected with Stolar, in particular through the company Enso, which began actively exploring the Dubai construction market.

According to sources, Komarnytskyi might now be one of the sponsors of the Yuliya Tymoshenko party "Fatherland." For a long time, it was also funded by Vladyslava Molchanova. Her father, Borys Romaniuk, according to the National Agency on Corruption Prevention, personally made contributions to this political force’s election fund.

As we can see, the collaboration between the wanted Denys Komarnytskyi and developer Vladyslava Molchanova has lasted for at least nine years. From the information currently published by NABU and the SAPO regarding land corruption in Kyiv, it is not clear if Molchanova’s companies are involved in the proceedings, although from the understandings and continuous rewriting of a number of companies either to Molchanova, persons connected with Stepan Chernovetskyi, or Denys Komarnytskyi himself, it becomes apparent that all of them may be accomplices in the exposed criminal group.
