
Maksym Sytyenkov, who left Ukraine in 2015, has been charged with state treason.
The indictment states that the Chief of Staff of the Anti-Terrorist Center under the Security Service of Ukraine, Dmytro Kozyura, decided to cooperate with a representative of the Russian FSB no later than February 24, 2022, specifically with General Yuriy Shatalov. Sytyenkov acted as a mediator, relaying messages between them, reports Sudovyi Reporter.
According to the case materials, on December 24, 2024, Kozyura, while carrying out the received task, sent information through Sytyenkov about the consequences of missile strikes on buildings in Kyiv that were used by defense and security forces.
On December 31, 2024, Kozyura informed Sytyenkov about a cyberattack on state registers on December 19 and the last pre-New Year’s bombardment of Ukraine’s capital. He also reported on the damage to the defense forces’ unit territory and debris falling in the Darnytskyi district of Kyiv. Later the same day, he reported that some of Ukraine’s state registers had resumed operations.
On January 2, 2025, Sytyenkov conveyed information collected by Kozyura to FSB General Shatalov regarding the results of the missile strike on Kyiv on December 20, 2024, including military personnel casualties and the number of injured with their military ranks.
On January 16, Kozyura sent Sytyenkov, for transfer to the Russian FSB, information containing state secrets about the activities of a gas transportation system facility. He also sent a photo of a classified document—a cipher telegram addressed to the commander of the operational group of troops "Tavria," Brigadier General Hennadiy Shapovalov.
Kozyura was detained on February 12 and is currently in custody. The Security Service of Ukraine claims that they became aware of Kozyura’s treason in advance and documented his activities, using him, among other things, for disinformation purposes. The special operation uncovering his treason was called "Rat."
According to the investigation, Kozyura was recruited back in 2018 in Vienna, but for a long time, this agent remained "dormant" and was not engaged in espionage activities.
Since 2015, Sytyenkov has been outside Ukraine and is wanted by authorities. He is described as a member of the so-called headquarters of pro-Russian politician Andriy Klyuyev and an assistant to a parliament member from the Party of Regions. Sytyenkov is also suspected of being involved in organizing paid "Antimaidan" rallies, for which he personally transported cash from Moscow.
