
A plot of forest in Didivtsi, acquired with the help of the charitable foundation "Nadiya" by the MP from "Batkivshchyna" Valeriy Dubil, actually helped the politician gain control over a huge area adjacent to his estate. The MP has been working in parliament since 2008 (already 17 years), and a relatively modest salary along with a ban on conducting business did not prevent him from creating a private country complex.
To the illegally built wooden house in the forest plot, which was transferred to "Nadiya", you can reach from the MP’s estate in 10 minutes on foot. And there is not a single neighbor nearby. Between the estate and the forest, the MP created a personal field (probably for golfing). Capturing a plot in the forest with access to water would be impossible without the charitable foundation.
A few years ago, the attorney general publicly accused Dubil of voter bribery (possibly using his other charitable foundation "Europe"). Now Dubil actively promotes his charitable acts through "Nadiya". Moreover, his sons participate in the charity work while being abroad.
"Nadiya" of Dubil and his party members: how the estate was built
Thanks to the charitable foundation "Nadiya", Dubil likely illegally acquired land. Thus, a few months after the full-scale war began, the head of the Chernihiv Regional Military Administration essentially obligated the Nizhyn Forest Enterprise to transfer a forest plot to "Nadiya" for long-term temporary use, supposedly for cultural and recreational purposes.
"It is obligated to allocate to the Charitable Organization ’Youth Initiative Charitable Foundation Nadiya’ a forest plot of 4.4 hectares (Ladanske Forestry, quarter 171, section 16) for long-term temporary use for cultural and recreational purposes under the special use of forest resources for 5 years on the land permanently under the control of the Nizhyn Forest Enterprise; the Nizhyn Forest Enterprise shall conclude with the Charitable Organization ’Youth Initiative Charitable Foundation Nadiya’ a long-term temporary use agreement for the forest plot specified in point 1 of this order," the court case materials state.

However, as a result, a two-story house was built on this plot. Now the Chernihiv Regional Prosecutor’s Office, at the Cassation Economic Court of the Supreme Court, is trying to oblige the demolition of the illegal structure. Lower court instances denied the prosecutors.
Journalists-investigators of Bihus Info. were the first to notice the illegal construction. OBOZ.UA discovered that just 718 meters from the wooden house, which, according to the prosecution, was built illegally, another estate of Dubil is located. This is a house over 530 square meters in size. It is situated on a plot with two entrances and an artificial pond. Additionally, there is another house near one of the entrances (possibly a guest house or for security).
Together, the building in the forest, the forest itself, and the estate form an entire personal complex.





The road from Dubil’s house to the illegally built object in the forest takes only 10 minutes on foot. It was not possible to determine how the house on the land rented by "Nadiya" is being used. Judging by the materials of the case, it is located behind a high fence. Meanwhile, any construction on this land is prohibited.


Dubil’s sons, who officially own shares in the foundation’s authorized capital, also talk about the results of "Nadiya" on their social media pages. The MP’s son, 26-year-old Ivan Dubil, was actively sharing his photos on social media last year. With his fiancé (now wife) Alyona, he posted photos from Cyprus, Austria, Czech Republic, Italy, and others. Alyona shared her gifts and purchases: clothing, shoes and jewelry from brands Hermes, Cartier, and Louis Vuitton. However, after the media noticed the lifestyle of the deputy’s son, the girl deleted her Instagram page, and the guy limited access to his own photos.
Dubil is not only a co-owner of the "Nadiya" foundation. He also owns companies "Pryluky Agroinvest", "Raiston". On February 28, 2025, he also registered an FOP in his name. Whether the guy is permanently abroad, or has the opportunity to freely leave the country and return, is unknown. However, his wife still appears in photos of other friends in Poland. Incidentally, Ivan’s mother Valentyna has accounts in Polish banks Pro Bank Polski, Alior Bank SA.


23-year-old Illia Dubil, who also was abroad, turned his social media page into a press service for the "Nadiya" foundation.
How Dubil’s charitable foundation is used
The Charitable Foundation "Nadiya" is a project of the family of the MP from "Batkivshchyna", Vitaliy Dubil. Officially, he is presented as the head of the foundation’s supervisory board. However, in reports about its activities, he is mentioned more frequently than anyone else. He personally distributes aid, meets with military personnel, volunteers, and recipients. Media have published dozens, likely promotional news, where Valeriy Dubil talks about his volunteering with the BCF "Nadiya".
Stars are also involved in the foundation’s activities. For example, some collections were supported by singer Zlata Ognevich. The foundation indeed provides help and has done many useful things. However, it is not just about volunteerism.
The foundation has several founders. Among them are a former assistant of Dubil, his lawyer and member of "Batkivshchyna" Serhiy Teplyakov, deputy of the Chernihiv Regional Council from "Batkivshchyna" Volodymyr Selyanskyi, a friend of Dubil’s son Maksym Stryhun (who noted in social media after the full-scale war started that he remains abroad), and two sons of Dubil, Illia and Ivan (who also during the full-scale war shared photos taken abroad).


Dubils and his sons, thanks to the foundation, end up on the pages of major online media. Recently, he also became the subject of several investigations.
Dubils has another charitable foundation - "Europe". This organization is not mentioned now, but it might have been used for an attempt at voter bribery back in 2019. "Currently, we have evidence that this operation was coordinated by the MP from the Batkivshchyna faction V. Dubil," then attorney general Yuriy Lutsenko stated.
"During searches, we seized funding plans and cash from the election fund for a network of agitators. We also seized a special project plan to bribe 45,000 voters in each of the 28 districts of Vinnytsia, Volyn and Dnipropetrovsk regions to win candidates in the first round. The total budget of only this plan is 1.67 billion UAH," the statement said. According to Lutsenko, the prosecutor’s office attempted to obtain the removal of parliamentary immunity from Dubil by the Verkhovna Rada.
