The Cabinet has established a commission for the liquidation of KRAIL and made amendments to the documents

The Cabinet of Ministers of Ukraine has finally disbanded the Commission for the Regulation of Gambling and Lotteries (CRGL). Now, a state agency called "PlayCity" will become the full regulator of the market. The next stage of the major reform is the creation of a digital platform for licensing operators.

The corresponding decision was made at a government meeting on March 25. This was announced by the government representative in the Verkhovna Rada Taras Melnychuk.

"A decision has been made to liquidate the Commission for the Regulation of Gambling and Lotteries. The State Agency ’PlayCity’ has been designated as the legal successor of the property, rights, and obligations of the Commission," the statement reads.

This decision by the Cabinet also establishes a commission for the liquidation of the CRGL. Such commissions typically deal with issues such as the dismissal or reappointment of employees, closing bank accounts, exclusion from registers, and other legal matters.

Replacing the CRGL with "PlayCity" is just part of a major reform of gambling regulation in Ukraine. The new rules were generally approved by the Cabinet of Ministers in mid-February 2025 approved. Previously, the decision on this reform was made by the Verkhovna Rada in December 2024. The government announced the creation of "PlayCity" at the end of March 2025, meeting the set deadline, which required the establishment of the new agency by April 1.

The new system of control over the gambling market is expected to be fully automated without the use of paper documents, and some requirements for operators will become stricter. "PlayCity" becomes the central executive body reporting to the Ministry of Digital Transformation and is directly coordinated by Deputy Prime Minister Mykhaylo Fedorov.

This is the first important step in reforming the regulation of gambling in Ukraine. The next stage will be the creation of a digital platform for licensing operators," explained the Cabinet.

The functioning of this platform involves the full automation of processes. Instead of paper documents being sent by mail, registration and submission of documents will occur online. Additionally, the requirements for licenses will be updated:

• operators must not have tax debts or ties with Russia;
• they must meet criteria for impeccable reputation;
• in case of receiving two fines, the license will be revoked.
