Odesa fugitive deputy Matvyeyev has come under suspicion for illegal enrichment

Deputy of the Odesa City Council, Oleksandr Matvyeyev, who is a member of the municipal property commission of the city council, came under suspicion for illegal enrichment detected within the framework of a criminal case.

According to the media, Matvyeyev is on the international wanted list for embezzlement of municipal property. Currently, he is in Spain, where he owns a house and is engaged in business.

According to the monitoring by the National Agency for the Prevention of Corruption (NACP), during 2021-2024, the deputy, his family, and affiliated persons acquired unsubstantiated assets worth over 81.7 million UAH. Among these assets are: non-residential premises in Odesa for a total amount of over 16 million UAH, an apartment in Odesa worth 7.2 million UAH, 100% of the statutory capital of a private enterprise for nearly 12 million UAH, a Mercedes-Benz S400 CDI (2021) worth 5.4 million UAH, and a house with a plot of land in Spain worth over 40 million UAH.

As a member of the commission, Matvyeyev had access to information regarding municipal property objects in Odesa and could participate in decisions regarding their privatization. It has been established that the deputy, through a public organization engaged in the protection of the disabled, embezzled a non-residential premises in Odesa. To pay for this property, the organization received an interest-free loan from a trusted person of the deputy.

At the same time, the deputy’s daughter also acquired significant assets without official income, raising questions about the source of funding for these purchases.

The NACP sent materials to the Odesa regional prosecutor’s office to attach them to the criminal case and conduct a pre-trial investigation regarding Matvyeyev’s parliamentary activities.
