A few details about the development of the network of illegal cigarette sales points in the Cherkasy region.

My previous post about the involvement of local police and tax representatives in this network caused quite a stir, so I’m providing more details.

As of the end of April, there were already 17 kiosks with counterfeit products recorded in Cherkasy itself. (Photos and addresses are attached.)

These points actively began to appear from March 2025 and continue to open at an average of 2–3 similar kiosks per week.

The local National Police and tax authorities are not responding to all this, despite the blatant audacity of the owners of these points, their lack of appropriate licenses, and the absence of excise stamps on the cigarette packs they sell.

And this "blindness" of the National Police is not an accident or incompetence. According to my sources, the development of this network in the region is directly ensured by the head of the National Police in the Cherkasy region, Oleh Hudyma, and his two deputies: Oleksandr Pak, whom Hudyma brought with him from the Darnitsa police department in Kyiv, and Serhiy Kovalenko, who has been working in the region for ten years.

Their subordinates openly say that in addition to completely illegal points, a parallel distribution of counterfeit cigarettes of well-known brands is actively developing through legal points in the region. And here there are more questions for the tax authorities, within whose responsibility lie the legal points.

Maybe someone from Kyiv will notice what the police and tax officials in Cherkasy do not?
