
The former first secretary of Ukraine’s mission to NATO, Tetyana Kovalevska, who left her service at the Ministry of Foreign Affairs, purchased an apartment in Belgium with an area of 164 m² for over 20.7 million UAH. This property is jointly owned with her husband Vasyl Filipchuk — a former official in the Yanukovych government — and their son Oles.
According to her declaration, Kovalevska owns ten real estate properties, most of which are located in Ukraine. In Kyiv, she has an apartment of nearly 185 m², acquired in 2018 for just 1.7 thousand UAH — an amount that does not correspond to the market value. A similar situation is with a house in the village of Novosilky (299.5 m²), valued at 1 thousand UAH. Such data may indicate undervaluation of assets in the declaration.
Additionally, Kovalevska owns two dacha houses, four plots of land, and two parking spaces, each purchased for 184 thousand UAH. Some properties do not have an indicated value or are assessed at an abnormally low price.
The diplomat’s financial assets are also primarily concentrated abroad: approximately 9.2 million UAH in accounts at ING Belgium and as cash in euros.
Kovalevska’s income for 2024 amounted to 3.14 million UAH, including:
992 thousand UAH – compensation from the Ministry of Foreign Affairs for business trips;
157 thousand UAH – salary;
1.74 million UAH – from selling a car, presumably in Belgium;
245 thousand UAH – profit from her husband’s professional activities;
4,680 UAH – compensation from the insurance company AXA Belgique.
The sale of a vehicle, not reflected in the declaration, may indicate concealment of property or inaccuracies in the submitted information. Meanwhile, only one car is listed — an Audi e-tron, which belongs to her husband.
Currently, the analysis of Kovalevska’s declaration indicates potential violations that should be reviewed by the National Agency for Corruption Prevention (NAPC). Among other things, it is unknown whether corporate rights to media outlets, including the website and TV channel "Apostrophe," allegedly related to the family, are declared.
