Umyerov announced the start of the reorganization of the State Rear Operator

Umyerov announced this on Facebook. 

«In December 2023, we created the State Rear Operator — a key part of the defence procurement reform. During this time, it ensured transparency and savings of over 26 billion hryvnias, attracted new suppliers, and launched a modern IT system DOT-Chain», the message stated.

According to the minister of defence, this allowed the ministry to focus on strategic management, policy, control, and laid the foundation for further reform steps according to NATO standards.

«Today, with the aim of expanding the initiated reforms, I signed an order to create a commission for the transformation of the State Rear Operator. It will be headed by Arsen Zhumadilov, the director of the Defence Procurement Agency. The commission will operate based at the DPA», he announced.

Umyerov emphasized, «Until the end of martial law, we are preparing the groundwork for the merger of two key institutions - DPA and SRO. Our goal is to reduce function duplication, optimize management, and improve the speed of military supply».

«We are synchronizing approaches. Adapting legislation. Preparing a new model of operation. So that immediately after victory, we switch to a maximally efficient rear support system. This is part of the grand plan to build a modern army. And we are implementing it today», concluded the minister of defence.
