Gifts worth millions: Deputy Prosecutor of Cherkasy Region Holynskyi declared 4.89 million hryvnias from relatives

The First Deputy Head of the Cherkasy Regional Prosecutor’s Office, Yaroslav Holynskyi, along with his wife, received a gift of 4.89 million hryvnias from relatives.

This information came to light from his amended income declaration for 2024.

Holynskyi is registered in Kyiv but actually resides in Cherkasy, likely due to professional duties. The declaration includes his wife Halyna Kryvko and their daughter Yana Holynska.

The prosecutor uses a Toyota Camry (2018) of undisclosed value, registered to Tetyana Holynska since 2021.

His wife owns a Renault Sandero (2013), which was purchased the same year for 143,000 hryvnias. She also has a Mercedes-Benz (2001) of unknown value.

The family’s total income for 2024 amounted to 6.1 million hryvnias. Holynskyi earned 1.61 million hryvnias in the prosecutor’s office and also received 800,000 hryvnias as a gift from Oleh Holynskyi. His wife earned 600,000 hryvnias as an entrepreneur.

She also received a gift of 2.45 million hryvnias from Vasyl Kryvko and a gift of 1.64 million hryvnias from Olha Kryvko.

The prosecutor declared 60,000 dollars and 10,000 euros in cash. His wife has an additional 120,000 dollars. The total assets amount to approximately 7.8 million hryvnias at the current exchange rate.

The gifts totaling 4.89 million hryvnias from relatives (Oleh Holynskyi, Vasyl, and Olha Kryvko) comprise a significant part of their income. Their origin, legitimacy, and compliance with anti-corruption laws require thorough investigation, as such sums may be a mechanism for concealing income.

The Holynskyi family owns or utilizes several real estate properties:

- A land plot of 1,200 m² in the village of Trebukhiv, Kyiv region, acquired on May 30, 2013, belongs to Holynskyi. The value is not stated.
- An apartment of 33 m² in Kyiv, acquired on January 20, 2012, is jointly owned (50%) by Holynskyi and citizen Tetyana Holynska (allegedly a relative). The daughter has the right to use it free of charge.
- An apartment of 79.5 m² in Cherkasy, rented on October 31, 2024, belongs to citizen Valentyna Makarikhina. Holynskyi and his wife have the right to use it free of charge.
- A house of 128.5 m² in the village of Horodysche, Ternopil region, acquired on October 21, 2009, is jointly owned by his wife (50%) and citizens Olha and Vasyl Kryvko (25% each).
- An apartment of 82.2 m² in Ternopil, acquired on April 7, 2021, for 1,027,500 hryvnias, belongs to his wife.
- A land plot of 2,461 m² in the village of Horodysche, acquired on August 26, 2020, is jointly owned by his wife and citizens Olha and Vasyl Kryvko.

- An apartment of 41.7 m² in Ternopil, acquired on October 30, 2009, belongs to his wife. The value is not stated.

The significant amount of real estate, especially in different regions, may indicate an investment strategy, but the lack of values for most properties complicates the assessment of their market value.

Free use of the 79.5 m² apartment may be a concealed form of income or benefit, requiring verification of market rental conditions.

Holynskyi was born on April 20, 1985, in Ternopil. He obtained higher education at the Ivan Franko National University of Lviv. He has been working in prosecution bodies since 2007. He began his career as an assistant prosecutor in the Podilskyi district of Kyiv. He held positions as deputy prosecutor of the Volyn and Kyiv regions. He headed the Poltava regional prosecutor’s office. By order of the Prosecutor General, he was appointed First Deputy Head of the Cherkasy Regional Prosecutor’s Office on November 17, 2023.
