Bucha and Makariv will receive millions for the restoration of destroyed housing
Bucha and Makariv in the Kyiv region are restoring residential buildings after the destruction caused by the Russian occupation. Although the restoration is ongoing, dozens of apartment buildings are still uninhabitable. Now the funds from the World Bank will be directed towards preparing for the major repair of 108 buildings in these communities.

The government has approved a new resolution regarding the provision of subsidies for the implementation of the HOPE project - “Housing Repairs for Restoring the Rights and Opportunities of People.” This refers to the first stage of funding, amounting to 540 million UAH, distributed among five communities, as reported by the Ministry of Communities and Territories Development. The largest sums will be received by Bucha (219.9 million UAH) and Makariv (80.7 million UAH) communities in the Kyiv region. Also in this group are Mykolaiv, Izium, and Zaporizhzhya communities.
As reported by the Ministry of Communities and Territories Development, the funds will be directed exclusively towards the development of project documentation for the major repair of multi-apartment buildings affected by the armed aggression of the Russian Federation. The project is financed by World Bank grant funds through a Multi-Donor Trust Fund. Assistance will be provided to the communities most affected by the hostilities.
Overall, under the program, 194 high-rise buildings grouped into 59 clusters have been selected. Of these, 79 buildings are located in Bucha, and another 29 in Makariv. The selection was carried out through the digital system DREAM using the tool from City Planning Labs.
The need for repairs is enormous: according to Bucha’s Mayor Anatoliy Fedoruk, over 3,000 objects were damaged and destroyed in the community. Among private housing, 523 houses have irreversible damage, of which 70 are completely destroyed. Already, 372 private and two apartment buildings that cannot be restored have been demolished.
The Makariv community was no less affected. Hostilities lasted here from February 27 to March 31, 2022, with 18 villages under occupation and battles conducted in 22. A total of 2,837 residential buildings were destroyed or damaged. In addition, dozens of schools, hospitals, cultural institutions, and infrastructure were damaged.
The HOPE project is the first step towards large-scale reconstruction. The government emphasizes that the development of project documentation is a necessary stage without which no repair can begin. Overall, the program’s implementation will cover more than 7,200 households.
