The Kyiv City State Administration (KCSA) has listed the documents under review in the military administration since Tkachenko’s appointment: these include the protective status for trees, humanitarian aid, and issues critical to some infrastructure.

More than fifty orders submitted to the head of Kyiv’s "military" administration since the beginning of 2025 remain unsigned. According to the KCSA, this complicates the city’s functioning. However, these are secondary issues, and some even border on the anecdotal — Tymur Tkachenko did not agree on the status of a local natural landmark for the Dub Mozolevsky oak tree.

Delays in agreeing on over 50 issues in the Kyiv Military Administration were discussed in the city’s "civilian" administration. They noted that as of July 7, 2025, there are 54 draft orders still under review. Some of them, like the issuance of a license to kindergarten №134 in the Svyatoshynskyi district, were submitted as early as January 10, just 10 days after Tkachenko’s appointment.

In reality, as clarified by the KCSA, the list is even larger — some draft orders are not included because they pertain to military matters. Overall, the issues raised by the KCSA and "vetoed" by the military administration (i.e., effectively not signed off) are very diverse. They range from the approval of measures to update green areas in Kyiv, granting the National University of Life and Environmental Sciences of Ukraine permission to use its botanical garden, to determining rent amounts per person in Kyiv.

There are also more critical issues related to the defence sector, such as the free transfer of vehicles recognized as humanitarian aid. Some issues are related to compensation for damage from "strikes" in Kyiv. Since early March, for instance, the question of creating a commission to inspect industrial equipment damaged by Russian attacks has been pending in the Kyiv Military Administration. The issue of approving the metro’s technical development program for 2025 also remains unsigned by Tkachenko.

Surprisingly, most issues that need to be reviewed by the Kyiv Military Administration concern the status of plant landmarks. Tkachenko has not addressed "existentially important" documents regarding the Dub Mozolevsky (Obolonskyi district), Kovnir’s Chestnut (Pechersk), or Lipsky’s Platanus (also in Pechersk). Furthermore, many issues submitted literally in recent days — in July — concern the critical production status for various LLCs and municipal non-commercial enterprises (KNPs). It is possible that this pertains to potential power outages: institutions or businesses added to this list cannot be disconnected from power supply.
