The Director of the Department of Economy and Investments of the Kyiv City State Administration, Nataliya Melnyk, received an administrative protocol from the NAPC due to her refusal to comply with the agency’s lawful demands.

The Shevchenkivskyi District Court found the official guilty of violating Part 8 of Article 12 of the Law "On the Prevention of Corruption" and imposed a fine of 1,700 UAH on her.

As part of monitoring compliance with anti-corruption legislation, the NAPC appealed to Melnyk in March and April with requests to provide information and documents regarding the signing of investment agreements and the awarding of bonuses, which might contain signs of a conflict of interest. However, the official twice refused to provide these documents, arguing that the monitoring of investment competitions does not fall within the NAPC’s powers but is instead related to ethical behavior issues.

The NAPC emphasized that checking conflicts of interest during investment competitions falls under the agency’s competence.

In compliance with the directive, the Kyiv City Mayor ordered all requested documents to be provided and launched an internal investigation regarding Melnyk. Meanwhile, the official filed an appeal against the court’s decision.
