
Thousands of conscripted Ukrainians began receiving notifications in the "Reserve+" app about fines for allegedly not updating their military registration data. According to Article 210-1 of the "Code of Ukraine on Administrative Offenses," Ukrainians are being asked to pay a fine of 17,000 UAH, while being given a 50% "discount."
Ukrainians who received the fine notification are confident that they did not break the law and are outraged by the situation. Anton Senenko, a senior researcher at the Institute of Physics of the NAS of Ukraine and a public figure, shared on Facebook that he also encountered this issue and explained why such a resonance arose.
Who and why received the fine notification
According to Senenko, in the past two days, thousands, possibly even millions, of men received notifications in "Reserve+" indicating that they did not update their data in time (by 16.07.2024), and the fine for this violation is 17,000 UAH. He explained that this distribution occurred due to newly added features in "Reserve+," which mislead people who updated their data on time and had no issues with the TRC.
At the same time, if a notification appears on the app’s homepage in red, it means a violation has indeed been verified, and the person should go to the TRC to understand what happened, how much and where to pay, when to undergo a medical examination, and which brigade to mobilize into.

However, if there is no red notification on the "Reserve+" homepage, it is necessary to sort out the nuances. This could mean that there is no fine at all and even no protocol on which it was based. Senenko was outraged that the developers of "Reserve+" chose such an aggressive tone towards people who probably violated nothing.
Discrepancy between electronic and paper data
The public figure explained that the "Reserve+" app pulls information from a registry manually collected by the TRC, and if any information was missed, "Reserve+" will not have data showing that a person’s military registration data was updated and no fine is threatened.
Senenko noted that if a person updated the data on time, but for some reason, this information was not entered into the "Reserve+" registry by the TRC, the date of data renewal is considered as the app installation date on the phone. Thus, seeing the data discrepancy, the "Reserve+" app automatically indicates that the person has delayed updating the data. However, the public figure was outraged that instead of recommending contacting the TRC, the person is immediately threatened with a fine.

The Reserve+ app immediately suggests admitting the violation independently and creating an application in their account to process the fine, but this violation might not exist at all. This may be an issue on the part of the TRC and registry.
Huge queues formed near the TRC
After receiving the fine notification, thousands of men went to the TRC to clarify the situation. Due to enormous queues, a collapse occurred. Thousands of people who did nothing illegal have to prove at the TRC, due to a mistake in the app, that they are not guilty of anything.
At the same time, the man noted that TRC employees say they have nothing to do with Reserve+, have issued no fines, and should not deal with mobile app issues.
Reaction of Ukrainians to non-existent fines
The next "innovation" in the Reserve+ app caused outrage among Ukrainians. Many citizens noted that they face similar problems and also share other document mix-ups.
In particular, Ukrainian citizens are outraged that in the absence of an actual protocol on administrative violation, the mobile app effectively invented the fine on its own.
Additionally, there is a focus online that no law allows the Reserve+ app to send warning notifications about fines at its discretion. Ukrainians noted that such a situation not only leads to queues at the TRC but, as a result, slows down mobilization, as people are forced to deal with non-existent fines.
